Ummm. . . . no. Blondie was simply borrowing concepts already gaining popularity.

Fab Five Freddy was a hip-hop DJ who was hired for the song by the band.

There was other rap that pre-dated this by a long-shot. (Kurtis Blow anyone? Busy Bee? The Treacherous Three?)

This was just one of the earliest "rap" based songs to be played on MTV.
