The leaping rule states you can't use another player to jump off of, which he clearly didn't.
Oh well, I hate Warren Sapp so its all good.

whoever called that play just called the last game of his life.

The rule isn't to keep players from gaining an unfair advantage. There is a rule that prevents you from using a player to catapult yourself upwards to block the kick. But the leaping rule is an unsportsman-like conduct rule, and says that a player can't run from more than a yard back, leap up and land on the other players. It's to protect the other players. A bit silly in this case, since no one seemed endangered, but the refs called the rule properly, even though the leap had nothing to do with the miss, as far as I could tell.
You've all heard the story that football was almost banned because of the number of injuries and deaths, and Teddy Roosevelt encouraged rules changes which saved the sport? A lot of rules make no sense except in that context.
It's not like Tampa really wanted to win. I mean, they could have done so with a tackle or two, or even a couple less personal fouls in the last two minutes and four seconds of the game. Or maybe they could have, you know, called plays that allowed them to move the football a little when they were almost in field goal range on the opening drive of OT?
