I'm pretty sure he's based on a variety show in South America called El Chapulin Colorado. Even if he isn't, he always makes me think of it. I used to watch that show all the time as a kid and I love seeing the character on The Simpsons.

That's his name, right? the quintessential failure guy, salesman etc. He's rarely on, and never for more than a few seconds, but I always feel like there's a whole story with that guy. A pathetic, depressing story, but a story nonetheless. I think he's Disco Stu's alter ego.
