The better half of a decade behind bars did not prevent Dana Ross Stegall from getting arrested again on indecent exposure charges, so Gulf Shores City Prosecutor Frank Hollon last month offered a radical plea bargain -- chemical castration.
Stegall, 41, of Robertsdale, turned down the offer, went to trial and received a conviction -- at least his 15th in a dozen years.
Now, an exasperated Hollon has turned to state lawmakers, asking for a law that would make indecent exposure a felony upon a fourth conviction.
"Something has got to be done about that guy," he said. "Something has got to stop it."
Stegall's long string of arrests, stretching back to the early 1990s, has made him a well-known figure among prosecutors and law enforcement officials throughout Baldwin County. He holds the dubious record of serving the most time behind bars at the Baldwin County Corrections Center, according to jail officials.
A Baldwin judge slapped him with seven consecutive one-year sentences in 1994. Since his release in 2001, Stegall has been arrested at least seven more times on indecent exposure charges.
He remains jailed at the Baldwin County Correction Center, and a judge has denied him bond.
