When selling a house in California
I have heard of a "disclosure law".

My question is do we need to disclose if our neighbors are noisy?

Our attached duplex neighbor is a partying idiot with no regard to the neighborhood. It occurs on Friday and Saturday nights at all hours. He just moved in and the cops have came a few times already.

Anyway, we are concerned about our ability to sell in a couple of years. And if we do sell can we be sued, by the buyers, if they are bothered by him, and didn't know before buying?

1. Disclosure means defects with the property itself..
If you know the A/C does not work, you need to disclose it..but neighbors?? I doubt it.. unless the cops regularly bust them for drugs or something..

The fact that they are noisy, would not be discloseable..IMHO.. Maybe the new people who would buy your property would join them in partying, and not even think they were noisy :)

I just sold my house in CA and I don't know about being sued but our new neighbors though not a duplex had screaming matches and called each other vile names.

I told the realtor to show the house during the week during the day while they were all gone!! But being the way things are it sold in 3 days!

We have been at our new home for 2 months and heard nothing. but yours is a little closer with the duplex thing so I would check, maybe a lawyer who is on this would know. I always thought disclosure was for the house itself not people in it.
