Hair falls out. This is the reason men and women tend to have differing lengths of hair. Guys hair tends to fall out faster than womens. Thus the length our hair grows to is confined by the lenght of time a folicle will last. We are constantly growing new folicles (except for those that go bald) so this loss is balanced out by new hairs.

I have not cut my hair for 10 years and it has stabalized at its current length for some time now.

Like, if you never comb or brush and let it dredlock up, the new hairs and the old hairs that have fallen out will intertwine and stick together. In other words, he has 2 feet of hair still attached to his scalp interwoven with 20-some feet of old hair that has fallen out.
