3. I looked around and had no luck..
If you want to pay http://www.alienskin.com/ has some great stuff.

A great site is http://www.good-tutorials.com/new look around that place. You might get the desired effect with layer styles.

4. cool thanks
I used to have a small photo studio back in the day, before all this photoshop stuff. I did all my work in the darkroom burning and dodging negatives. Its much easier with photoshop but you can get "carried away"

5. You might have some luck with the GIMP..
http://www2.arnes.si/~sopjsimo/gimp/

It is a Photoshop open source copy. I would bet free filters for the GIMP are easy to find. Just a suggestion.. And it runs in Windows, not just Linux.. I would google "gimp filters" to see if they have what you want. It's not as good as photoshop, but it can get the job done for us poor people.

7. what exactly do you want to do
perhaps I can tell you how to do it without a filter.

Photoshop's built in set is pretty expansive anyway.
