Given how the Bush administration has been so secretive with government documents...
Can Bush repeal FOIA? Can he...or John Ashcroft...suspend FOIA on "national security" issues?

watered down the FOIA to almost nothing, and has praised his staff for refusing more FOIA requests than have previously ever been refused.
