How do we declare an End to War/Eternal War?

How do we declare an End to War/Eternal War?
I asked this on another thread, but my cursory reading of the war powers act and the presidential authority in TIMES of war has left me confused.

Supposing that the congress at one time basically abandoned it's duty to "declare war"...but nonetheless passed resolutions authorizing the president to use force wherever in what is treated as a war....and given that the President is directly referencing his actions as those of a President IN WARTIME....How do we END Wartime? How do we call it quits? How do we legally revoke the authority? How do we say "OK YOU ARE DONE NOW" or "THE WAR DIDN"T AUTHORIZE YOU GO TO THERE"

What's the relevant statute? If it's just a matter of passing a bill then lets get one written and start DK or someone on it. It's time to replace the word WAR on Terrorism with some other word and remove the president from the equation. But what's the mechanism for doing so? I can't believe we've somehow just overlooked a provision for doing so...er...god tell me that isn't so.

As long as Bush can claim "the country is at war" the freepers will be on his side, Bush will get more and more power, and the country will get closer to fascism.

2. been doing searches and it appears
that the Congress only really has the option of "Cutting the purse strings" but it also appears that increasing amounts of the federal budget have become discretionary administration funds so even if congress defunds the WAR EFFORT...Chimpy can just suck money from the WH party fund or whatever and keep paying for bombs.

What would happen if the congress passed a law repealing their previous granting of authority? Does that constitute a constitutional crisis?

And what if they don't agree that what the President is doing is "War"...I can't seem to find anything that covers that eventuality...why the hell didn't people think about this in BIG BOLD LETTERS somewhere? It seems kinda obvious what would happen now...that it has.

6. Cutting funding is the way congress ended the Viet Nam war.
It worked then, and it will work now. It takes political spine, which is sadly missing these days.

3. waking up to not being "at war"
Waking up breaks the spell of a dream, and ending a divisive war similarly
is like waking up. If it be the purpose of those in charge to "wake up"
and certainly this is not the case here... but the collective mind is more
awake than that of the government, and there is a worrysome divergence
between the populist and government "assemblage", a leverageable spark.

Waking up is being willing to end everything. Then, all "wars" including the WOD
are over, and a collective will decides to fear nothing and do nothing out of fear,
and oppress no other peoples against their will nor supporting dictatorships that do so.

So, not being at war, is to get up tomorrow morning and have nothing to do.
Your job is over, your career in big-war kaput, and now its time to enter the private
sector if you are not employed in any aspect of any ancillary economics of the words
"war" in the west. It is so multilayered, that would the glass maker be responsible
for the military vehicle's use for which it made the windshield?

When you "end all wars" what is your speech?

"I am temporarily administrating the united states after a military coup. We, the
foreign service of the CIA now control the government, there is nothing to worry about.
The state department now holds all the bush and republican leaders in an undisclosed
prison location as i read this indictment now.

The people shall never tolerate the abuse of power, and so, the administration
that has cooperated to administrate a global war on terror to enrich their own pockets is
over. And now, as of today, we are at peace. We will be holding elections as soon as is
possible for all congressional and senate seats of those indicted. There will be special
elections this coming november for ALL federal offices, all federal judgeships including
the supreme court.

What our coup will achieve in history, is a total turnover of the personelle operating
our government in this single year of executive administration. During this administartion
we are, as of now, standing down in all wars worldwide. This is not a message of weakness
to our opponents, but of strength. This executive remains firmly in charge of the military
global command, the joint chiefs, nuclear and space command. We are standing down.

In every city will be formed a truth-court. A witness may speak out in the court about
abuses of their human rights, much like how similar approaches have been used in south
africa. As of now, there is a universal lifting of freedom of information in the federal
government. The people are the ultimate administrators here, by my dictator's hand, am
merely turning over a load of bad eggs, and giving our democratic system a new shot with
a fresh load of bacon.

Free and fair elections will be held with paper ballots, and no person who has run for,
or executed public office in the past is elegible. As media have proven deceptive, there
will be a total blackout of election advertising for 6 weeks prior to the poll, all polls
now won decisively will be re-run. and for these polls, an international best-practice
grid-style election districting system will be used under the guidance of United Nations
observers.

We are not at war anymore, people of the world. That is my message to you as temporary
administrator. All persons in prison for drugs crimes are hereby pardoned and their
records to be expunged. Corporate personhood is hereby revoked by administrative
act. All current employees of the old government, you will be paid to work in your
gardens. Go home until we can hold new elections. God bless america, the sickness
of the patient has brought us to this, and she will survive and prosper."
