Just received from PDA re: Call for support of Murtha

After Rep. Murtha's courgeous stand yesterday, the Republican Leadership is going to hold an 'up or down' vote on Congressman Murtha's Iraq resolution (H J Res 73) today.

PDA has learned that members of the 'Out of Iraq' Caucus are asked to vote 'yes' and stand with Congressman Murtha.

This sudden vote is an attempt by the Republicans to silence the call for an end to the war.

Take one minute and call your Rep. urging them to vote yes on Murtha's bill for immediate withdrawal from Iraq (H.J.Res.73.)

Whereas Congress and the American People have not been shown clear, measurable progress toward establishment of stable and improving security in Iraq or of a stable and improving economy in Iraq, both of which are essential to "promote the emergence of a democratic government";

Whereas additional stabilization in Iraq by U, S. military forces cannot be achieved without the deployment of hundreds of thousands of additional U S. troops, which in turn cannot be achieved without a military draft;

Whereas more than $277 billion has been appropriated by the United States Congress to prosecute U.S. military action in Iraq and Afghanistan;

Whereas, as of the drafting of this resolution, 2,079 U.S. troops have been killed in Operation Iraqi Freedom;

Whereas U.S. forces have become the target of the insurgency,

Whereas, according to recent polls, over 80% of the Iraqi people want U.S. forces out of Iraq;

Whereas polls also indicate that 45% of the Iraqi people feel that the attacks on U.S. forces are justified;

Whereas, due to the foregoing, Congress finds it evident that continuing U.S. military action in Iraq is not in the best interests of the United States of America, the people of Iraq, or the Persian Gulf Region, which were cited in Public Law 107-243 as justification for undertaking such action;

Therefore be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That:

Section 1. The deployment of United States forces in Iraq, by direction of Congress, is hereby terminated and the forces involved are to be redeployed at the earliest practicable date.

Section 2. A quick-reaction U.S. force and an over-the-horizon presence of U.S Marines shall be deployed in the region.

Section 3 The United States of America shall pursue security and stability in Iraq through diplomacy.

25. I just called my representative, Tim Bishop
He's one of the good guys, a Dem from LI. I did tell the aide to ask him to support Murtha. He told me that the vote is not about Murtha's plan that there are no details in what they are voting on and it's just an attempt by the Republicans to get Dems on the record without any plan.

So, I asked him if it would be better than for all the Dems to abstain from voting and demand a 'Plan' a strategy from the Bush administration which they would then be willing to vote on.

He said 'that's a thought' ~ and he would convey it to Rep. Bishop.

I'm not sure it's a good idea to vote 'yes' on a no plan piece of political game playing!! I got the feeling that the Dems know they are being 'forced' (that was the word he used) into this vote. That's never a good thing, to play their games.

The Dems could make a mockery of this by refusing to play games with the troops lives and forcing the Republicans to have to present a Bush plan for a vote. That would make them look REALLY bad, wouldn't it? What could they say then? The Dems want a plan??

Rather than walking away from what could be the single most important opportunity we've had since March 19, 2003 to start truly supporting our troops by extracting them, in a logistically secure manner, from the IRAQI CIVIL WAR.

I thought I heard someone (maybe McGovern) say that no amendments to the GOP version would be allowed. If this is the case, can the Dems bring the Murtha resolution to the floor? Or is the GOP calling the shots here?

(wish I hadn't slept thru my h.s. civics class, but that was many years ago, anyway. Time for a refresher)

... be in a position to know procedurally if the Repubs can block motions to Amend. I hope that Pelosi, McGovern, Murtha and other senior Dems out-smart the Repubs and force an Amendment for vote (including making the Resolution binding).

Otherwise, I think every Dem should vote YES and send a crystal clear message that having our soldiers die in the IRAQI CIVIL WAR is non-negotiable and over.
