Gloria Borger of CBS News says, "there are 80 house seats up for grabs and they will not line up behind an unpopular President. They need to get re-elected and George Bush does not."

If Cheney is really at 19% that puts him only 4 points ahead of Mussolini, well within the margin of error (I couldn't resist the sarcasm).
