According to Randi Rhodes, rule 21 was used by the repugs regarding the Clinton impeachment. Does anybody here know if this is correct. If so, we need to remind the MSM of this fact to counter Frist's statement of outrage that this rule hasn't been used in "recent" memory.

it's been used several times recently, including the impeachment nonsense, but hasn't been used without previously consulting with the opposition party in about 25 years.
