Frist was notified
I believe it was Levin who said that Frist and his staff were notified before the debate began to let them know what was happening. I think that's why it happened so fast right after Reid spoke so they couldn't stop. So there goes that talking point.

Rockefeller expresses outrage that majority leader frist cancels intelligence briefing on Iraq

“The National Intelligence Council was fully prepared to brief Senators on the latest Intelligence Community assessments on the insurgency, the reconstruction efforts, the status of Iraqi security forces, and the affects of destabilization on neighboring countries.'

“My colleagues and I requested this briefing from the intelligence community because, to date, administration policy makers have not been completely forthcoming about the situation in Iraq. They have been unwilling or unable to articulate what the strategy is for success in Iraq. And, I’m concerned that this administration continues to paint an overly optimistic picture of events on the ground."

“Democrats and Republicans alike want unvarnished information and we want answers. The American people deserve answers.
“To suggest that this briefing cannot and should not happen because it was initiated by Democrats is politicizing our national security.”

5. Someone was trying to interrupt Reid when he was speaking
I think they knew and just couldn't stop it from happening. I don't know who it was that was trying to interrupt, but if you listen to the speech again, you will hear it.

14. I'm not sure if the bullshit cougher was then or later...
I read about it here...it wasn't clear what the context was...it could have been happening during Frist's press conference, for all I know.

9. Durbin/Levin just said
The proceedure is that if Reid had been interrupted the majority could have shut the session down before Reid had a chance to make the motion and Durbin to second it.

Durbin/Levin said they told the Repub leadership Reid wanted to say something and then their staffers called Frist's staffers as Reid started talking.

They couldn't give them more notice.

16. Reid said that too, during his press op. He looked at the reporter like he
was nuts and told him that if he'd signaled the motion to him, Frist would have had a quorum call and Reid wouldn't have had a chance to do it til Thursday (I think that's when he said)
