It looks like a TV screen capture. I've seen pics like this on DU in the past, but never heard how it's done.

4. I have a tv tuner in my computer.

The picture is a screen grab of a tv picture. You can grab almost anything that appears on your screen (I can't grab Pics from RealPlayer and the like, though).

You should have a "print screen" key on your keyboard. You either push it alone or push it, while holding down your shift key. After I grab the screen, I edit it in my photo editing software, ususally just clipping it and reducing the size. Then, I post it in my album at www.photobucket.com and hot link it, here, at DU.
