Fair Game

Officials within the United States government have determined that attacking the wife of a vocal critic in order to silence that critic, and to silence the hundreds of other analysts who know full well the breadth and scope of the lies that have been told, is acceptable behavior. In other words, wives are now "fair game."

The wife of Joseph Wilson, Valerie Plame, was an extraordinary person doing an extraordinary job. In the lexicon of the intelligence business, she was a CIA agent with a 'non-official cover,' otherwise known as a 'Noc.' An Associated Press report about Plame described Noc status as, "the most difficult kind of false identity for the agency to create, often involving especially dangerous jobs." In Plame's case, her Noc status was created so she could covertly work to keep weapons of mass destruction out of the hands of terrorists.

You might recall the Tom Cruise film 'Mission Impossible,' the plot of which revolved around Cruise working to retrieve something called a 'Noc List' which had fallen into the wrong hands. The 'Noc List' was a list of extreme deep cover agents whose exposure would lead not only to their deaths, but to the destruction of several valuable intelligence networks. That's just the movies. The real world, Valerie Plame was on a Noc List, and now her cover has been blown by Bush administration officials. She and her husband now report that they are living in fear that Plame's life is now in jeopardy because her undercover status has been removed.

Plame was not the only person to have her cover blown by the Bush administration's desire for petty revenge and political cover. On her W-2 tax form, Plame cited her employer as being a company called Brewster Jennings & Associates. This has since been revealed to be a CIA front company, and was likely the 'employer' for a number of other deep-cover agents who have, along with Plame, been blown by the Bush administration. Robert Novak, the columnist who first exposed Plame in print, disgraced himself further on television when he said, "There is no such firm, I'm convinced. CIA people are not supposed to list themselves with fictitious firms if they're under a deep cover -- they're supposed to be real firms, or so I'm told." Actually, Robert, the company does exist, and deep-cover operatives "work" for companies like this to keep their CIA status a secret.

So, to recap, the wives of Bush administration critics are fair game. CIA operatives are likewise fair game. If said CIA operative is working to defend our national security by keeping weapons of mass destruction out of the hands of terrorists, that does not matter, because they are fair game. Also, front companies used to protect the identities of CIA operatives working to defend our national security, and by proxy all of the agents whose lives are protected by that cover, are fair game as well.

Seeing as how this is the case, that the barest standards and principles no longer have a place within this administration, that the national security of the United States can be sacrificed for low-rent political retribution, that George W. Bush and his people have been exposed as the rankest and bloodiest hypocrites in the history of American government, that everything is now fair game, I say let's have at it. If politics is now nothing more than a WWF cage match, I want in. I have a fighter in my corner who also believes in the idea that everything is fair game.

My fighter is an independent counsel. Let's call him James.

James will ask what motivated Colin Powell to say, on February 24, 2001, "Hussein has not developed any significant capability with respect to weapons of mass destruction." James will ask Powell what he based this statement on. James will ask Powell why, in light of his February 24th comment, he said "We know that Saddam Hussein is determined to keep his weapons of mass destruction, is determined to make more" before the United Nations on February 5th, 2002, and why he said, "I am confident that we will find evidence that makes it clear he had weapons of mass destruction" on May 4th, 2003.

James will want to know which version of reality was the truth, and which version was the act of a company man hauling water for a pack of professional liars. James will have dozens and dozens of such contradictory statements to check out, from Bush and Cheney and Rumsfeld ("We know where they are," said Rumsfeld of the WMDs on March 30. "They are in the area around Tikrit and Baghdad.") and Rice and Wolfowitz and Perle and all the others who promised us there were weapons in Iraq that posed a direct threat to the United States.

James will ask what in the world happened to the 26,000 liters of anthrax, the 38,000 liters of botulinum toxin, the 500 tons of sarin and mustard and VX, and the 30,000 munitions capable of delivering these terrible substances. This is all listed on a White House web page called 'Disarm Saddam Hussein.' The claim that Iraq attempted to procure uranium from Niger to begin a nuclear weapons program is also on this page, months after that story was completely discredited. James will want to know where all this stuff is, and why it is still listed on a government website as a legitimate cause for war.

James will want to know why George W. Bush said, "We found the weapons of mass destruction!" on Polish television on May 29th. James will want to know if Bush was lying, stupid, or both.

James will be able to go on and on in this vein. That's what makes James a dangerous man in a cage match. That is also what is making the White House sweat about this. Valerie Plame was attacked because Joseph Wilson blew the lid off the fact that the White House lied about that Niger uranium. The Niger uranium issue will become central to James' investigation. Pull on that Niger thread, and the entire tapestry of lies surrounding the Iraq war will come spinning to the ground.

In a fascinating twist, James will in all likelihood also be able to act as a powerful and credible investigator into what really happened on September 11th. After all, connecting 9/11 to Iraq was a central note within the administration?s rhetorical push for war. James will be forced to get to the bottom of this, and to the bottom of 9/11 itself, to make clear what connections there were between that terrible day and Iraq's terrible leader. James will have to investigate every corner of 9/11 to make sure there were no Iraqis skulking around in the shadows.

If everything is fair game, surely the Bush administration won?t mind these types of questions. Anyone who would torpedo an undercover agent and harm our national security should appreciate the bare-knuckled approach.

This mornings front page of the Washington Post carried a story entitled, Inquiry Faults Intelligence on Iraq. The story described statements by the Republican-dominated Senate Select Committee on Intelligence. The first two paragraphs read as follows:

The Senate Select Committee on Intelligence is preparing a blistering report on prewar intelligence on Iraq that is critical of CIA Director George J. Tenet and other intelligence officials for overstating the weapons and terrorism case against Saddam Hussein, according to congressional officials.

The committee staff was surprised by the amount of circumstantial evidence and single-source or disputed information used to write key intelligence documents -- in particular the October 2002 National Intelligence Estimate -- summarizing Iraq's capabilities and intentions.


The committee is chaired by Senator Pat Roberts, Republican of Kansas. Some background on Senator Roberts is noteworthy. On June 26, I did an interview with 27-year CIA senior analyst Ray McGovern on a wide array of issues. That interview can be found here. The discussion turned, at one point, to Senator Roberts. From the interview:

Take Pat Roberts, the Republican Senator from Kansas, who is chairman of the Senate Intelligence Committee. When the Niger forgery was unearthed and when Colin Powell admitted, well shucks, it was a forgery, Senator Jay Rockefeller, the ranking Democrat on that committee, went to Pat Roberts and said they really needed the FBI to take a look at this. After all, this was known to be a forgery and was still used on Congressmen and Senators. Wed better get the Bureau in on this. Pat Roberts said no, that would be inappropriate. So Rockefeller drafted his own letter, and went back to Roberts and said he was going to send the letter to FBI Director Mueller, and asked if Roberts would sign on to it. Roberts said no, that would be inappropriate.

What the FBI Director eventually got was a letter from one Minority member saying pretty please, would you maybe take a look at what happened here, because we think there may have been some skullduggery. The answer he got from the Bureau was a brush-off. Why do I mention all that? This is the same Pat Roberts who is going to lead the investigation into what happened with this issue.

There is a lot that could be said about Pat Roberts. I remember way back last fall when people were being briefed, CIA and others were briefing Congressmen and Senators about the weapons of mass destruction. These press folks were hanging around outside the briefing room, and when the Senators came out, one of the press asked Senator Roberts how the evidence on weapons of mass destruction was. Roberts said, oh, it was very persuasive, very persuasive.

The press guy asked Roberts to tell him more about that. Roberts said, Truck A was observed to be going under Shed B, where Process C is believed to be taking place. The press guy asked him if he found that persuasive, and Pat Roberts said, Oh, these intelligence folks, they have these techniques down so well, so yeah, this is very persuasive. And the correspondent said thank you very much, Senator.

So, if youve got a Senator who is that inclined to believe that kind of intelligence, youve got someone who will do the administrations bidding. On the House side, of course, youve got Porter Goss, who is a CIA alumnus. Porter Goss main contribution last year to the joint committee investigating 9/11 was to sic the FBI on members of that committee, at the direction of who? Dick Cheney. Goss admits this. He got a call from Dick Cheney, and he was chagrined in Goss word that he was upbraided by Dick Cheney for leaks coming out of the committee. He then persuaded the innocent Bob Graham to go with him to the FBI and ask the Bureau to investigate the members of that committee. Polygraphs and everything were involved. Thats the first time something like that has ever happened.

Be aware, of course, that Congress has its own investigative agencies, its own ways of investigating things like that. So without any regard for the separation of powers, here Goss says Cheney is bearing down on me, so lets get the FBI in here. In this case, ironically enough, the FBI jumped right in with Ashcroft whipping it along. They didnt come up with much, but the precedent was just terrible.

All Im saying is that youve got Porter Goss on the House side, youve got Pat Roberts on the Senate side, youve got John Warner whos a piece with Pat Roberts. Im very reluctant to be so unequivocal, but in this case I can say nothing is going to come out of those hearings but a lot of smoke.


Ray McGovern is one of your people, and has been since the Kennedy administration. He knows that Senator Roberts is nothing more or less than a shill for the White House. The Washington Post article referenced above comes to essentially the same conclusion in the first sentence of the third paragraph: Like a similar but less exhaustive inquiry being completed by the House intelligence committee, the Senate report shifts attention toward the intelligence community and away from White House officials, who have been criticized for exaggerating the Iraqi threat.

This memo is being written not to tell you about Senator Roberts, for it is sure you know all about him. This memo is being written because of your poor response to these accusations. At 9:43 a.m. on Friday, a story hit the Associated Press wires entitled, CIA Rebuffs Senate Criticism of its Prewar Intelligence. According to the AP story, your rebuff consisted of the following:

The CIA on Friday rejected Senate criticism of its prewar reports on the threat posed by Saddam Hussein, saying it's too soon to conclude the intelligence was unfounded while the search for weapons of mass destruction in Iraq continues. "It is hard to understand how the committee could come to any conclusions at this point, particularly while the efforts of (weapons search leader) Dr. David Kay in Iraq are at an early stage," said CIA spokesman Bill Harlow.

The rest of the AP story goes on to describe the argument from the Senate committees perspective. This, simply, is unacceptable, for three reasons.

1. The National Intelligence Estimate, or NIE: This was referenced in the above-captioned Washington Post article as follows: The committee staff was surprised by the amount of circumstantial evidence and single-source or disputed information used to write key intelligence documents -- in particular the October 2002 National Intelligence Estimate -- summarizing Iraq's capabilities and intentions.

This description of the NIE does not wed to reality. A conservative columnist and avowed Bush-voter named Paul Sperry wrote an article entitled, Yes, Bush Lied on October 6 2003. He writes:

Page 4 of the report, called the National Intelligence Estimate, deals with terrorism, and draws conclusions that would come as a shock to most Americans, judging from recent polls on Iraq. The CIA, Defense Intelligence Agency and the other U.S. spy agencies unanimously agreed that Baghdad: 1) Had not sponsored past terrorist attacks against America, 2) Was not operating in concert with al-Qaida, and 3) Was not a terrorist threat to America. "We have no specific intelligence information that Saddam's regime has directed attacks against U.S. territory," the report stated.

Sperry goes on to state:

Now turn to the next page of the same NIE report, which is considered the gold standard of intelligence reports. Page 5 ranks the key judgments by confidence level - high, moderate or low. According to the consensus of Bush's intelligence services, there was "low confidence" before the war in the views that "Saddam would engage in clandestine attacks against the U.S. Homeland" or "share chemical or biological weapons with al-Qaida." Their message to the president was clear: Saddam wouldn't help al-Qaida unless we put his back against the wall, and even then it was a big maybe. If anything, the report was a flashing yellow light against attacking Iraq.

Bush saw the warning, yet completely ignored it and barreled ahead with the war plans he'd approved a month earlier (Aug. 29), telling a completely different version of the intelligence consensus to the American people. Less than a week after the NIE was published, he warned that "on any given day" - provoked by attack or not, sufficiently desperate or not - Saddam could team up with Osama and conduct a joint terrorist operation against America using weapons of mass destruction.


Again, you at CIA know this about the NIE. Your response to the characterization of this report by White House defenders, a characterization that has been ongoing for months now, allows the ones truly responsible for the shoddy Iraq data to continue to avoid responsibility. In short, given the facts, your response was unacceptable.

2. The Office of Special Plans: Paragraphs seven and eight of the Washington Post article described above reads as follows: Sen. John Jay Rockefeller IV (D-W. Va.) said yesterday he had secured a promise from Roberts to ask one executive agency, the Defense Department and, in particular, its Office of Special Plans, for information about the intelligence it collected or analyzed on Iraq. The office has been accused by some congressional Democrats and administration critics of gathering unreliable intelligence on Iraq that bolstered the administration's case for war. Those allegations have not been substantiated, and the director of the office, William Luti, has denied them.

Lutis denials do not wed with reality. Reporter Julian Borger of the UK Guardian did an extensive report on the Office of Special Plans in an article dated July 17 entitled The Spies Who Pushed For War. Portions of this article are below:

According to former Bush officials, all defence and intelligence sources, senior administration figures created a shadow agency of Pentagon analysts staffed mainly by ideological amateurs to compete with the CIA and its military counterpart, the Defence Intelligence Agency. The agency, called the Office of Special Plans (OSP), was set up by the defence secretary, Donald Rumsfeld, to second-guess CIA information and operated under the patronage of hardline conservatives in the top rungs of the administration, the Pentagon and at the White House, including Vice-President Dick Cheney.

The ideologically driven network functioned like a shadow government, much of it off the official payroll and beyond congressional oversight. But it proved powerful enough to prevail in a struggle with the State Department and the CIA by establishing a justification for war. Mr Tenet has officially taken responsibility for the president's unsubstantiated claim in January that Saddam Hussein's regime had been trying to buy uranium in Africa, but he also said his agency was under pressure to justify a war that the administration had already decided on.

The president's most trusted adviser, Mr Cheney, was at the shadow network's sharp end. He made several trips to the CIA in Langley, Virginia, to demand a more "forward-leaning" interpretation of the threat posed by Saddam. When he was not there to make his influence felt, his chief of staff, Lewis "Scooter" Libby, was. Such hands-on involvement in the processing of intelligence data was unprecedented for a vice-president in recent times, and it put pressure on CIA officials to come up with the appropriate results. Another frequent visitor was Newt Gingrich, the former Republican party leader who resurfaced after September 11 as a Pentagon "consultant" and a member of its unpaid defence advisory board, with influence far beyond his official title.

Democratic congressman David Obey, who is investigating the OSP, said: "That office was charged with collecting, vetting and disseminating intelligence completely outside of the normal intelligence apparatus. In fact, it appears that information collected by this office was in some instances not even shared with established intelligence agencies and in numerous instances was passed on to the national security council and the president without having been vetted with anyone other than political appointees."


Far more damning than Borgers article are the words of Air Force Lt. Colonel Karen Kwiatkowski, a career Pentagon officer who worked with Lutis office until her retirement last April. In an article from August 5 entitled, War Critics Zero In on Pentagon Office, Lt. Colonel Kwiatkowski makes her feelings clearly known:

On most days, the Pentagon's 'Early Bird', a daily compilation of news articles on defence-related issues mostly from the U.S. and British press, does not shy from reprinting hard-hitting stories and columns critical of the Defence Department's top leadership. But few could help notice last week that the 'Bird' omitted an opinion piece distributed by the Knight-Ridder news agency by a senior Pentagon Middle East specialist, Air Force Lt. Col. Karen Kwiatkowski, who worked in the office of Under Secretary of Defence for Policy Douglas Feith until her retirement in April. "What I saw was aberrant, pervasive and contrary to good order and discipline," Kwiatkowski wrote. "If one is seeking the answers to why peculiar bits of 'intelligence' found sanctity in a presidential speech, or why the post-Saddam (Hussein) occupation (in Iraq) has been distinguished by confusion and false steps, one need look no further than the process inside the Office of the Secretary of Defence" (OSD).

Kwiatkowski went on to charge that the operations she witnessed during her tenure in Feith's office, and particularly those of an ad hoc group known as the Office of Special Plans (OSP), constituted "a subversion of constitutional limits on executive power and a co-optation through deceit of a large segment of the Congress". Headed by a gung-ho former Navy officer, William Luti, and a scholarly national-security analyst, Abram Shulsky, OSP was given complete access to reams of raw intelligence produced by the U.S. intelligence community and became the preferred stop, when in town, for defectors handled by the Iraqi National Congress (INC), led by Ahmed Chalabi. It also maintained close relations with the Defence Policy Board (DPB), which was then chaired by neo-conservative Richard Perle of the American Enterprise Institute (AEI), Feith's mentor in the Reagan administration.

"I personally witnessed several cases of staff officers being told not to contact their counterparts at State or the National Security Council because that particular decision would be processed through a different channel," Kwiatkowski wrote.

Again, you at CIA are well aware of the OSP. It was their data that was used to justify this war, and not yours. CIA and the intelligence community as a whole was completely usurped by the OSP, and by its sponsors Rumsfeld and Cheney, whose ideological motivations caused the creation of this outsider agency to manufacture evidence for a decision to go to war that had already been made. Yet your defense of Friday 24 October did not mention the Office of Special Plans. Senator Rockefeller said the words. Now, you must.

3. The White House: The Valerie Plame incident should tell you all you need to know about the people you are dealing with. The White House destroyed one of your NOC agents to silence a critic of the war, a NOC agent who was running a network that worked to make sure weapons of mass destruction did not fall into the hands of terrorists. Senator Roberts and the rest of that Senate committee are doing the bidding of this White House with the accusations leveled today.

Do not let this stand. Say the words Office of Special Plans. A Washington Post staff writer named Walter Pincus has been providing an excellent perspective on these matters since the summer scandal over the Niger uranium claims about Iraq, another incident in which the White House tried to pin the blame on you. Provide Mr. Pincus with the data he needs. Waiting for vindication from Dr. David Kay is a dangerous and foolhardy exercise in futility.

I hope DUers will keep this thread at the top of the page. There is a lot of information here that I think should give us a number of things to discuss while we wait for the indictments. These two essays are part of the foundation of Ambassador Wilson's book.

important for the general public to know what many of us do -- this action on the part of the White House did not simply smear Wilson and expose Plame. It severely damaged the work of a network of the people who are in charge of keeping the world a safer place. No matter if we think this part was intentional or not, the truth is the administration has made the world a far more dangerous place.

They say all roads lead to Rome. Well, this one certainly does. It's a road that starts in Paris, at the door of Iranian arms dealer and Mossad double agent Manucher Ghorbanifar, a man known to the CIA as an "intelligence fabricator". It's a road that runs through Niger uranium mines, past a Genoan fascist organization operating as a parallel Italian intelligence network with ties to Rocco Martino, and down the streets of Milan, where a CIA operative, now considered a fugitive at large by Italian authorities, once operated.

Ultimately, however, it is a road that does not end in Rome. It runs past that ancient icon of Imperial corruption and leads us to Washington D.C., past a Federal Investigation into Israeli espionage and right up to the steps of the White House and Dick Cheney's Office of Special Plans.

All signs along this road point to the answer to the question: Who forged the Niger Uranium Documents?

We find ourselves beginning our journey in Paris with Manucher Ghorbanifar.

Back in 1984, Michael Ledeen put forward the idea of using Manucher Ghorbanifar to make illegal arms sales to Iran. The CIA's Deputy Director for Operations, Clair George, deemed Ghorbanifar totally unreliable. He felt that Ghorbanifar, a MOSSAD double agent, had Israel's security as his only priority. But George Bush Sr., having dealt with Ghorbanifar in Paris prior to the infamous "October Surprise" that got Ronald Reagan elected, agreed with Ledeen and so Ghorbanifar became the middleman in what became known as the Iran-Contra affair. In fact, Oliver North testified that the diversion of funds to the Contras was proposed to him by

Ghorbanifar during a meeting in January 1986.

So it should have come as no surprise that Newsweek reported that :


Ghorbanifar, a former Iranian spy who helped launch the Iran-contra affair, says one of the things he discussed with Defense officials Harold Rhode and Larry Franklin at meetings in Rome in December 2001 (and in Paris last June with only Rhode) was regime change in Iran....The Pentagon cut off contact with Ghorbanifar, whom the CIA years ago labeled as a
fabricator, after news about the talks broke last summer....But Ghorbanifar says he continued to communicate with Rhode, and sometimes Franklin, by phone and fax five or six times a week until shortly after the Paris meeting last summer (June 2002).

The important points to note in the Newsweek article were this:

1: The two Americans at the meeting were

a) Harold Rhode, a member of the Office of Special Plans, protege of Michael Ledeen and the liason between the administration and Ahmed Chalabi and
b) Larry Franklin, formerly of the Office of Special Plans, whom the FBI arrested for giving away secrets to Israel through the organization AIPAC.

2: The two Italian men present were

a) SISMI (Italian Intelligence) Chief Nicolo Pollari.
b) Italian Minister of Defense Antonio Martino.

3: The meetings were in Rome in Dec. 2001.

What Newsweek doesn't tell us is that a third American was present at that first meeting and that he was the man who organized the meeting: Michael Ledeen.

But back to Ghorbanifar. A quick look in the Wikipedia shows us that:


Ghorbanifar's suspected duplicity during the Iran-Contra deal led CIA Director William Casey to order three separate lie-detector tests, all of which he failed. Iranian officials also suspected Ghorbanifar of passing them forged American documents. The CIA issued a "burn notice" (or "Fabricator Notice") on Ghorbanifar in 1984, meaning he was regarded as an unreliable source of intelligence. A 1987 congressional report on Iran-Contra cites the CIA warning that Ghorbanifar "should be regarded as an intelligence fabricator and a nuisance" who was known to spread false information to advance his own interests.

In case you missed it, let me repeat: Iranian officials also suspected Ghorbanifar of passing them forged American documents.

Our road now takes us from Paris to Genoa, to the doors of an organization known as Propaganda Due (P2).

On July 4, 2005 the news broke that the Genoan police had arrested two leaders of a Neo-Fascist, unofficial, self-proclaimed "anti-terrorist" network operating parallel to SISMI in Italy. The group recruited police and intelligence agents to their cause. Saya and Sindoca created the Department of Strategic Anti-Terrorism Studies (DSSA), which reportedly
had ties to the Bush administration as well as Isreal. One of the two leaders - Gaetano Saya - affirms he is a member of P-2 (Propaganda Due) on the DSSA website. A website which also

says:


The evil which has descended upon us finds in men like George Bush in America and Gaetano Saya in Italy an impregnable bulwark: God-fearing men, harded and pure individuals who, enlightend by God, have descended into the valley of the shadow of death to defend the Judeo-Christian faith and the West. The
righteousness which these men represent will defeat the anti-Christ. God is on their side.

The P-2 Lodge, a hotbed of fascism, reportedly maintained close links with Michael Ledeen. A number of SISMI agents and assets have been tied to the group, including Francesco Pazienza, a SISMI agent, and Rocco Martino.

In 1981, a raid on the home of Licio Gelli uncovered documents listing all the names of the members of P2.

Italy's current Prime Minister, Silvio Berlusconi was on that list.

The road then takes us to Milan.

The mounting evidence has caused prosecutors in Genoa and Milan to suspect that the neo-Fascist intelligence group may have been involved in the kidnaping of Imam Abu Omar (Moustapha Hassan Nasr) from a street in Milan in 2003.

Michael Scheuer told Italy's La Repubblica that the kidnaping of Abu Omar was authorized by SISMI chief Nicolo Pollari. Saya's website seems to indicate that SISMI Chief Nicolo Pollari was affiliated with his organization.


On June 24th, 2005 an Italian judge ordered the arrests of 13 people that an Italian newpaper reported were all American CIA agents, in the purported abduction of Abu Omar.

The judge proclaims that "Wanted for coordinating the kidnaping: Robert Seldon Lady."

Robert Seldon Lady was a Honduran-born CIA agent once in charge of a covert American unit in Honduras, El Salvador, and Nicaragua tasked with infiltrating anti-American groups and turning them over. Italian authorities believe Lady was involved in the initial interrogation of Abu Omar in Egypt. Lady is also accused of trying to influence the investigation. Italian agents went to Lady's home with an arrest warrant. He had fled the country.

So, like Ghorbanifar, Lady seems to have followed the road from Iran-Contra to Italy.

The road that leads us now to Rome and the Niger Embassy.

Enter Rocco Martino. A known felon in Italy, he was an on again off again member of SISMI. At one point he had worked as a consultant for the division within Fort Braschi that was keeping track of weapons of mass destruction.

In early 2000, Rocco Martino, who, as I noted above, was tied to P-2, went back on the SISMI payroll. He was then directed by a SISMI agent to contact a SISMI source, a "lady" who worked at the Niger Embassy in Rome, could provide Martino with information in exchange for which Martino pays the Nigerien "lady" 500 euros/month.

On January 2nd, 2001, police discover that the Nigerien Embassy has been broken into and documents and files were stolen. Italian investigators now believe that the breakin is related to the Niger forgeries.

Then in October 2001, the following occured as described by Joshua Marshall :


You'll remember that most of the papers in the bundle of Niger-uranium documents that arrived at the US Embassy in Rome were actually authentic. It was only a subset of the documents --- those specifically related to the alleged Niger-Iraq transactions and a couple others --- that were bogus.

In late 2001, the SISMI officer brought the Niger Embassy employee a packet of documents --- those later identified as forgeries --- and instructed her to slip them in with the other documents she was providing to the `security consultant' on an on-going basis. She mixed those documents in with authentic documents which she had access to in the course of her work at the embassy. She then passed those documents --- again, a mix of authentic and forged ones --- to the `security consultant'.


This was the story that was fed to Joshua Marshall. However, now that the light has been exposed upon the parallel clandestine organization operating within SISMI, an organization that Rocco Martino was a member of, one has to ask themselves if any "lady" from the Nigerien Embassy was ever involved.

If she ever really existed, why haven't investigators already discovered the identity of this "lady"? You'd think, at the least, there'd have been an internal investigation at the Nigerien Embassy to find out who was leaking documents. There couldn't have been that many Nigerien women working in the Embassy. It seems especially unlikely that SISMI doesn't know the identity of the "lady" since the Niger embassy in Rome has been a key listening post for Italian military intelligence since 1983 in addition to the fact it was a SISMI agent that

first sent Martino to the Nigerian Embassy.

Then again, the FBI hasn't questioned Martino either, even after they were informed he was coming to America .

And here's what one analyst said about the forged documents:


the thing that stood out immediately about the documents was that a companion document - a document included with the Niger documents that did not relate to uranium - mentioned some type of military campaign against major world powers. The members of the alleged military campaign included both Iraq and Iran, and was, according to the documents, being orchestrated through the Nigerien Embassy in Rome.

Iraq and Iran, allied, taking on the world in a plan orchestrated through the Nigerien Embassy in Rome?

Uhhh.

But it is important here to note the linkage being made by the fabricator of this forgery. This person wants to link Iran with Iraq. He wants us to believe that these two nations are a

threat. More on that later.

Here are the Nigerian forgeries .

So let's sum up what we know so far:

Rocco Martino, Michael Ledeen, Francesco Pazienza, Silvio Berlusconi and Nicolo Pollari are all members of P-2. P-2 is found out to have been running a parallel intelligence network that recruited SISMI agents. Pollari authorized the abduction of Abu Omar. The abduction was allegedly coordinated by Robert Lady. An unknown SISMI agent contacts Martino and puts him in touch with a "lady" who can get him documents about Niger. The Niger Embassy is broken into. The unknown SISMI agent gives the "lady" real Niger documents along with the forgeries. This "lady" gives them to Martino.

And now the road takes us to the office of Panorama.

Panorama is owned by Silvio Berlusconi.

Elisabetta Burba, a journalist for Panorama, receives a telephone call from Rocco Martoni telling her about the Niger documents, offering to sell them to here for ten thousand dollars. She meets with him and he gives her photocopies. She asks how they could be authenticated and he shows her a photocopy of the codebook from the Niger Embassy.

Italian authorities believe the codebook was obtained in the breakin of the Niger Embassy in 2001.

Burba shows the documents to her boss and requests to arrange a visit to Niger. Her boss, editor-in-chief Carlo Rossella, who is known to have ties with the Berlusconi government, insists that she first turn copies over to the U.S. Embassy,, which she did on October 9th. Burba's trip to Niger proved that the documents were fake and even that the companies allegedly

involved were too small to make a transaction of that size. Something the French would have known had they been behind the forgeries.

Martoni was never paid. The article was never published.

The New Yorker published an account of what happened next:


Two former C.I.A. officials provided slightly different accounts of what happened next. "The Embassy was alerted that the papers were coming," the first former official told me,
"and it passed them directly to Washington without even vetting them inside the Embassy." Once the documents were in Washington, they were forwarded by the C.I.A. to the Pentagon,

he said. "Everybody knew at every step of the way that they were false--until they got to the Pentagon, where they were believed."

Who would have alerted the Embassy that the papers were coming? The entire statement presupposes that the Embassy knew what papers were coming.

But now, the long and winding road leads us at last to Washington DC and the FBI investigation into the AIPAC spy ring. Here we find the usual suspects.

Keyser Soze aka Michael Ledeen.

Michael Ledeen was one of the founders of the Jewish Institute for National Security Affairs (JINSA). He holds the Freedom Chair at the American Enterprise Institute (AEI), a think tank for AIPAC. He is co-founder of the Coalition for Democracy in Iran. As far back as 1980, the CIA allegedly listed Ledeen as an agent of influence of Israel. Ledeen is the main foreign policy advisor to Karl Rove. Ledeens main obsession seems to be to overthrow Iran.

In 1972 he published the book Universal Fascism, in which he expounds upon "the rightness of the fascist cause." In Universal Fascism, Ledeen first builds his case that fascism was the "20th Century Revolution" and that "people yearn for the real thing - revolution". It's the blueprint for a fascist revolution.

In 1980 he collaborated with Francesco Pazienza of SISMI and P-2 in the "BillyGate" affair. This is the same Pazienze who was recently found out to belong to the parallel intelligence agency in Italy. In 1985 Pazienza was found guilty of political manipulation, forgery, and the protection of terrorists. Ledeen is identified in court documents as an agent of SISMI.

The Pentagon downgraded Ledeen's security clearances from Top Secret-SCI to Secret in the mid-1980s, after the FBI began a probe of Ledeen for passing classified materials to a foreign
country, believed to be Israel.

In 2001, Ledeen was hired by Feith to work on contract for the Office of Special Plans.

It was Ledeen who got Israeli spy Jonathon Pollard his job in the Navy.

It was Ledeen who insisted on using Manucher Ghorbanifar, the Mossad double agent, in the Iran-Contra affair.

It was Ledeen who organized the meeting between Rhodes, Franklin and Ghorbanifar on Dec. 1, 2001 in Rome.

On Dec. 12, 2001, U.S. Amb. Sembler has a private dinner with Ledeen and the Italian Defense Minister Antonio Martino. Ledeen and Martino begin discussing the previous meeting with Ghorbanifar which they had both attended. Sembler, deeply concerned that a secret meeting had occured with the recipient of two CIA "burn notices", informed the CIA which in turn informed the White House, specifically Stephen Hadley. Hadley told Ledeen and Co. to back off of Ghorbanifar. But that order was ignored and communication between Ghorbanifar and Rhode continued up to their second face to face in June 2003.

Rhode also met with AIPAC lobbyists, Ahmed Chalabi, Israeli agents and SISMI during this time.

Harold Rhode.

Rhode is a member of the Office of Special Plans. He fervently pushes for the invasion of Iran. He's the main liason between the White House and Ahmed Chalabi. He is a 20 year Middle East expert. He has close ties to Michael Ledeen.


"According to one former senior U.S. intelligence official who maintained excellent contacts with serving U.S. intelligence

officials in the Coalition Provisional Authority in Baghdad, "Rhode practically lived out of (Ahmad) Chalab's office." This same source quoted the intelligence official with the CPA as saying, "Rhode was observed by CIA operatives as being constantly on his cell phone to Israel," and that the information that the intelligence officials overheard him passing to Israel was "mind-boggling," this source said. It dealt with U.S. plans, military deployments, political projects, discussion of Iraq assets, and a host of other sensitive topics, the former senior U.S. intelligence official said." FBI probes DOD office - (United Press International)

Larry Franklin.

Larry Franklin, a Col. in the US Air Force, is considered the Pentagons top Iran analyst. He attended the meeting in Rome with Ghorbanifar. He works for the Office of Special Plans and is a fervent believer in the need to invade Iran. He is now under arrest for allegedly giving state secrets to Isreal through AIPAC.

FBI investigators indicate that they are looking for more than one person. Michael Ledeen and Harold Rhode have to be considered primary suspects.

This flowchart shows how the Office of Special Plans was organized.

Note that many members are also affiliated with AEI and therefore, by extension, with AIPAC. Their names are Wurmser, Rubin, Cheney, Perle and Gingrich. That's in addition, of course, to Keyser Soze, er Michael Ledeen.

One need only look at what espionage operation risked being exposed by Wilson revealing the Niger Yellowcake forgeries to realize why Rove would go so far as to 'out' Valerie Plame to discredit Joe Wilson.

Which takes us down the road to the desk of Bob Novak.

Bob Novaks greatest harm to national security didn't come from outing Valerie Plame and her front company. His greatest harm came when he made the following statement in his July 14, 2003 article:


Wilson's mission was created after an early 2002 report by the Italian intelligence service about attempted uranium purchases from Niger, derived from forged documents prepared by what the CIA calls a "con man." This misinformation, peddled by Italian journalists, spread through the U.S. government. The White House, State Department and Pentagon, and not just Vice President Dick Cheney, asked the CIA to look into it.

Up until that time, the name of the country involved was classified. Check out EmptyWheels great diary.

How could Novak have known SISMI was involved? Either someone with clearance told him, or a conspirator to the forgeries told him.

Who would those conspirators be? Those with links to P-2 and the parallel Italian intelligence network. I think I've pretty much spelled out who's on that list.

So did Manucher Ghorbanifar make the forgeries? Or was it Francesco Pazienza? The signs along the road would point to Ghorbanifar. Remember that the second forgery had the outlandish claim that Iraq and Iran were planning to take on the worlds major powers? Ghorbanifars self interest is the "liberation" of Iran. Isreal wants Iraq and Iran invaded. So does Ledeen, he's done nothing but rant about just that for years. So does Rhodes. So does Franklin. The invasion of Iran is already being planned by the White House.

No, Pazienza was most likely the SISMI agent that put Martino in touch with the "lady" who in turn passed Ghorbanifars forgeries along with the stolen Niger documents onto him.

So why hasn't the FBI questioned Rocco Martoni or the alleged "lady" at the Niger Embassy?

The answers to those questions probably lie somewhere down the road with the trial of Larry Franklin and the investigation into Valerie Plame.

We can only hope.

(UPDATE): It seems from this article that Fitzgerald has turned his attention directly to the Niger Forgeries themselves!


Even as the FBI was following the trail of the forgers, the Italians were looking into the matter from their end. A parliamentary committee was charged with investigating, and they issued a heavily redacted report: now, I am told by a former CIA operations officer, the report has aroused some interest on this side of the Atlantic. According to a source in the Italian embassy, Patrick J. "Bulldog" Fitzgerald asked for and "has finally been given a full copy of the Italian parliamentary oversight report on the forged Niger uranium document," the former CIA officer tells me:

"Previous versions of the report were redacted and had all the names removed, though it was possible to guess who was involved. This version names Michael Ledeen as the conduit for the report and indicates that former CIA officers Duane Clarridge and Alan Wolf were the principal forgers. All three had business interests with Chalabi."


And there's more:


my source tells me that "Fitzgerald asked the Italians if he could share the report with Paul McNulty," the prosecutor in the AIPAC case.

At last! We have linkage betweent the AIPAC case and the Niger Forgeries and the trail is leading us straight to Michael Ledeen and the AEI group. This is major folks! As the article says at the end:


Before Fitzgerald is done, we'll see the warlords of Washington hauled before a court of the people. We'll hear the whole sordid story of how a band of exiles, at least two foreign intelligence agencies, and a cabal of neoconservatives inside the Pentagon and the vice president's office bamboozled Congress and the American people into going to war. As the indictments come down, so will the elaborate narrative so carefully constructed by the War Party in the run-up to war be exposed as a tissue of fabrication, forgery, and fraud.

During the 1980s, the State Department housed a public diplomacy office on Central America that reported to the National Security Council and was later found by a Congressional investigative body to have engaged in "prohibited, covert propaganda" operations when it, among other things, authored articles purportedly written by leaders of the Nicaraguan contras for publication in US newspapers. Several high-ranking members of the Bush administration contributed to that effort, including Otto Reich, who headed the office and is now assistant secretary of state for Western Hemisphere affairs, and Elliott Abrams, who was assistant secretary then and is now a top National Security Council aide to Bush. A third, Duane "Dewey" Clarridge, was to be named as Downey's deputy at the White House anti-terrorist office but apparently fell victim to strenuous protests from Congressional Democrats who recalled that he and Abrams had pleaded guilty to lying to Congress in the Iran-contra affair, only to be pardoned by then-president George Bush Sr.
Clarridge was in charge of the contras war effort. His initial base of operations? Honduras, home of Robert Seldon Lady.

35. This is the information I found to be the heart and soul
of the Causus Belli for the faked war.. I put a condensed version of this ala WHO was at the Dec 2001 Meeting (Rome) in my 150 minutes of Film at Takebackthemedia.com called "Rove's War"..

Think about that, Rove's man, Ledeen meeting with a FORGER, along with Franklin NOW under indictment, and the head of the SISMI, Italian CIA, etc.. Feith, Rhode pals with Chalabai were there..

A few months later come the Forged Niger Documents.. stolen from the Niger Embassy in Rome just about the time Bush was being sworn in.

NOW think back to Rove being a Young College Republican, breaking into and Stealing LETTERHEADS (the same thing was stolen in Rome in 2000) from Dixon's office in Chicago - not too much of a stretch to consider that Rove May have used his own "plumbers" (Ledeen's forger pals?) ala Watergate to get what was needed to fake this war..

It's just that simple really - but then of course there's a WHOLE lot of players..

ALL of this info needs to get OUT so the more the merrier, thanks to the web we know a LOT more than we'd ever know..

I'm willing to bet that if Fitz has been working with the SISMI and looking into the Niger Forgeries that he's going to slam Ledeen, as a matter of fact he's sharing the info with the Prosecutor of Larry Franklin, who was also at that meeting..

It's going to get really stinky now - Rove and Cheney's people DIRECTLY under them at the time, working FOR them and with a FORGER in the room, not to mention Chablai (but there are pics of him at the SOTU address standing right behind Pickles all over the Web..)

I love it, came to this conclusion months ago when editing my film "Rove's War".. after a year of research.

Everything we've learned in the two years since you wrote this memo has only underlined your bullet points. In addition to the fake intelligence agency (OSP) we have WHIG (White House Iraw Group), the disinformation organ that marketed Operation Iraqi Liberation. Victoria Flame is the thread that unravels this poorly-handcrafted tapestry of deceit.

The good people in the intelligence establishment must have teamed up with other Power Centers in this effort to root out the neoconservative tentacles that have seized our national security apparatus. I'm sure that will be a great story if it ever gets told.

As a domestic operation it is illegal. And funding such an illegal oeration without Congressional oversight...is unconstitutional.

It is with great anticipation that I read of the Financial Time's article yesterday stating that Fitzgerald's investigation is looking into abuse of intelligence. That was one of the impeachment articles brought against Richard Nixon during Watergate. Hopefully Fitzgerald will not limit his investigation unnecessarily. The whole Judy Miller involvment raises the bar.

All Americans should be praying for a truly just and THOROUGH investigation. Our form of government, a democracy, hinges upon it. "Oh Lord my God, Is there no help for the poor son of the widow ?" The cavalry needs to be called out for this one !

has caused a number of people -- including some of the journalists employed by the corporate media -- to really question what the hell she was doing. We have an administration paying select reporters to peddle their agenda, and journalists who report to Rumsfeld rather than their editors.

It stands in such stark contrast to the OP here. Thank you, Will Pitt, for being an honest man with such an obvious love of journalism. It is an honor to read an article without having to wonder if the author is being honest. You do the art of journalism proud.

Wasn't Ben Bradlee the managing editor (or some similar title) at the Washington Post during Watergate? He and Katherine Graham (the owner of WaPo) allowed Woodward and Bernstein to do their thing. Does that suggest that CIA at least approved of bringing down Nixon? If so, why?

I'm getting a bit of schaudenfraude reading these excelent articles. I remember reading them when Will originally posted them, along with all the initial revelations that are the basic facts of this case that haven't changed from the very outset.

To Will, H20Man and the many others here who never doubted Ambassador Wilson...and gave him tremendous support when he was at his lowest...I salute you all.

I've been a part of DU since almost the beginning and, specifically the dark days following the 2002 elections through the past summer. A lot of the facts we uncovered then...discussed here, investigated and kept alive are now starting to come to real light.

The frustration sets in...and I see it so frequently here these days...is that many of us are so far ahead on this story and the others who are catching up to where things have progressed want this to move faster and farther. If our due dilligence here has anything to say about it...it will.

Cheers to all these great posts and the support I've gotten over the years from seeing my beliefs reinforced daily by the hard work and strong convictions of others.

49. Interesting.
A lot of people on the democratic left think of the CIA as the group that did a lot of terrible things for decades. And to be fair, it certainly did. But it is interesting to look at people like Plame, and realize that the Agency today is not just a group of BFEE agents, killing priests and peasants in Central America. (Probably safe to say there is a BFEE to get the CIA back to doing those types of things.)

It's a dangerous world. There are dangerous weapons for sale, and people like Plame are involved in the effort to make sure that they are not falling into more of the wrong hands than they already have. And I guess that is one of the things that should make republicans share the outrage that democrats do about this scandal: the BFEE is not concerned about derailing every single case that Plame and those connected to her were working on.
