Arnold throwing free t-shirts to the crowd--is it legal?
I remember that in an election somewhere in 2002 a candidate was fined for giving away paper fans or something small like that because the law prohibited candidates from giving away ANYTHING of value. And I vaguely remember some sort of stink about free food being a problem in a campaign.

Does anyone know if it is legal to give away t-shirts in a campaign in California?
