Help and/or suggestions needed for talking to b-n-law in Iraq

Help and/or suggestions needed for talking to b-n-law in Iraq
I was able to chat with my brother in law in Iraq a few minutes ago for the first time since he went in June. We tried to chat through MSN messenger and then teamspeak with no success.

I want to send him a Vonage phone, but am concerned about firewalls that the military may have on his internet connection. Does anyone have any suggestions on setting it up or any other means to communicate verbally with him?

By the way, the soldiers in his battalion have to pay for their own internet access in their barracks. Makes you feel proud to be an American....
