1) The defense of Bush as the passive tool of a bulky federal system and cumbersome red tape might be argued as true: but it doesn't exactly compliment Bush as the dynamic Commander in Chief. Sitting at a desk waiting for the right paperwork to be filed isn't exactly the stuff TV movies are made of, unless it's a movie depicting real heroes on the phone making fruitless pleas for help to clueless politicians. There isn't a bullhorn moment for a guy who isn't responsible and doesn't ask to be responsible.
2) I don't think anybody said naked people in computer games was a national crisis. If you want to talk about supposed national crises, you can bring up SS reform, tax reform, and the rest of the republican agenda that was all put forward on the ground that failing to do whatever was called "reform" at the moment would destroy America as we know it. Those items, thank god, can't be supported by the chicken littles. The sky really did fall, but in a way that has nothing to do with the right wing identification of the problems facing America. Poverty, starved infrastructure, bad leadership, no leadership, racism, and a whole bunch of Americans that would just as soon see a different bunch of Americans die and blow away. Those are the problems we now see front and center.
