Question: Anyone heard of Nat'l Guard contingency plans?

Given that so many states have a large percentage of their National Guard forces and equipment over in Iraq, has anyone reported on what contingency plans were worked-out, in advance, between the Defense Department and the states, to quickly supply whatever "gap" force is necessary in the event of a need? Or is there some standard agreement? Or are the states expected to just suck it up?!?

1. I heard Montana wanted their people back before Katrina because
they are coming up on forest fire season.

I think on states issue, state A can ask other states for help. Don't think it has to go through the DOD.

2. Thanks. Heard the same thing.
I'd think that DoD would have an obligation to provide forces at the request of any governor w/ Nat'l Guard troops in Iraq.

3. Must get DC OK - Other states offered, but Washington held up

"New Mexico Gov. Bill Richardson offered Louisiana Gov. Kathleen Blanco help from his state's National Guard last Sunday, the day before Hurricane Katrina hit Louisiana. Blanco accepted, but paperwork needed to get the troops en route didn't come from Washington until late Thursday."
