As Hurricane Frances moved ashore over the Treasure Coast last month, the federal government declared Miami-Dade County a disaster area eligible for individual aid even though the storm's outer bands barely had touched the county.
The declaration, made by President Bush at the request of Gov. Jeb Bush, has allowed more than 9,800 Miami-Dade residents to collect at least $21 million in tax-free grants and prompted calls for federal investigations into the claims. Miami-Dade officials say they didn't request the designation.
Exactly how residents of Miami-Dade became eligible for storm relief when Frances caused little to no visible damage has been the subject of speculation since the South Florida Sun-Sentinel on Sunday reported the amounts of money paid to county residents and that it is more than some counties that took a direct hit from Frances.
