Why wouldn't the administration ask for help?
Scotty's press conference he emphasized the "NO" we havn't asked other countries for help. A lot of countries have different specialities in rescue,water purification etc,they are only waiting for the word.

1. Part of it is that they do not wish the foreign press en masse to see..
the ineptness of the BA.

ARD, Sat 1, ORF and others have their crews in the area. They cannot believe the lack of attention by federal officials.

It has to do with maintaining the Bush persona.
