its the fault of "environmentalists"---its so uniform a comment in west Texas that its coming from somewhere they are all reading/listening to----apparently its something about "PC environmentalists disrupting where companies can best put drilling and refining."

I'm no enviro person myself but even I laughed and said: "Environmentalists wanted refineries on coastal lands? I doubt that" I thought the guy in the next office would strike me for that comment. I don't understand being that invested in a stupid idea about oil.
