Maybe they fear it will lead to the rise of an insurgency!

Well, they do need to control looting.

There is no creature lower than somebody who would loot a person's home during a natural disaster, except, of course, for a Republican.

Hence the devilish grin.

First, in many states, hardened criminals can't vote, so why should they care?

Second, even if they're not ex-cons in states where that status means a loss of voting rights, why should they care about law and order? I mean, if you're an armed robber, do you really care about who will have better tax policy?

5. This is heartbreaking
because I would like to see fellow New Orleaneans out trying to rescue fellow New Orleaneans.
It's apparent that many are on their own.
The resources they have there just aren't enough to save the people who are trapped in a timely manner.
However, with martial law in effect, these people using a pickaxe going through someone's roof trying to save them will probably just be arrested for trying to loot someone's house.
You have to have priorities, you know.:sarcasm:
