When "they" say, "You have a better chance of being hit by Lightning..."

When "they" say, "You have a better chance of being hit by Lightning..."
...than whatever, are they referring to an average person, who is taking proper precautions (i.e. getting out of the rain and into a building when it turns into a Thunderstorm, staying away from trees when caught out in the open, etc.)?

Or do that also include people doing stupid things like, walking around a golf course during a Thunderstorm, carrying a metal Golf club, while wearing shoes with metal spikes on the bottom of them, or whatever else they tell you not to do in a Thunder storm?:shrug:

by contrast, the odds for he weekly Florida lottery are 1:13,000,000

..but people still 'play' the lottery...

4. Maybe I should re-phase the question...
Q) Do your odd of being hit by lightning in any given year improve if you follow the recommended advice given by the National Weather Service to avoid being struck by lightning?:shrug:
