And I was offended, sorry, humiliated when it turned out not to be so. But you know what? I got over it because of his political agenda and the accomplishments of his administration.

And as long as we're fingering this issue, Clinton "wagged" his index finger. That is a gesture used for emphasis that pales in comparison to the "fuck you" gesture used by *. But then as you point out, that has been the tone of and sums up the accomplishments of his entire administration.
