Acting Executive Director of the Office of State and Local Government Coordination and Preparedness: Matt Mayer

Matt Mayer is the Acting Executive Director, Chief of Staff, and Senior Policy Advisor for the Office of State and Local Government Coordination and Preparedness (SLGCP) in the Office of the Secretary in the Department of Homeland Security (Homeland Security). SLCGP is the primary office responsible for terrorism preparedness in Homeland Security. SLGCP provides training, funds for the purchase of equipment, support for the planning and execution of exercises, technical assistance and other support to assist states and local jurisdictions prevent, plan for, and respond to acts of terrorism. SLCGP also is the primary point of contact for state and local governments with Homeland Security.

Mr. Mayer came to Homeland Security from Colorado where he served Governor Bill Owens as the Deputy Director for the Department of Regulatory Agencies (DORA). He oversaw more than 590,000 licensed professionals – from accountants to veterinarians – and industries including banking, securities, insurance, telecommunications and energy. Mr. Mayer co-developed Colorado’s Regulatory Notice system that utilizes electronic mail to notify stakeholders of all proposed regulations before those regulations become final. The Regulatory Notice system earned the Denver Business Journal’s 2003 Innovative Product/Service Award for making government more transparent and accountable.

In 2003, the German Marshall Fund recognized Mr. Mayer as an emerging national leader by awarding him an American Marshall Memorial Fellowship. The Fellowship consists of a series of transatlantic exchanges with European leaders on issues ranging from homeland security post-3/11 to the foreign policy challenges of maintaining a vibrant Transatlantic Alliance. At the age of 29, the Denver Business Journal recognized Mr. Mayer as one of Colorado’s young leaders by naming him to its “Forty Under 40” list. He was one of only three recipients under the age of thirty to receive the award.

In addition, Mr. Mayer has published several public policy articles, and he has co-hosted several policy roundtables involving stakeholders on matters such as the re-importation of prescription drugs from foreign sources to the impact the FCC’s Triennial Review would have on telecommunications investment and activities. As an accomplished attorney, Mr. Mayer represented clients in matters ranging from employment discrimination cases to product liability actions, and successfully litigated several cases in federal court and private arbitration. In 1997, Mr. Mayer was the recipient of the ABA-BNA Excellence in Labor & Employment Law Award, and recognized as a Public Service Fellow.

Mr. Mayer served as the Secretary on the Denver Children’s Home Board of Directors, as the Vice Chairman for Opera Colorado’s Board of Directors and as the Treasurer and Vice President of Finance for Opera/Columbus. At Governor Owens’ request, he served on the Judicial Nominating Committee in Colorado. Mr. Mayer has served as a speaker at several events including the American Community Preparedness Conference, the Small Business Administrations’ Business Economic Development Day and at the Geneva Centre for Security Policy’s Homeland Security Forum.

Mr. Mayer graduated cum laude from the University of Dayton with a double major in Philosophy and Psychology, and received his law degree from The Ohio State University College of Law where he was the Editor in Chief of the Ohio State Journal on Dispute Resolution and the recipient of the Past Editors’ Award. He and his wife Jessica have two children.

A war story I wish I'd written

The realization that the first anniversary of the U.S. invasion Iraq invasion was drawing near awakened memories I had buried since covering the war. They summoned a measure of resentment, frustration and even guilt.

Those feelings were sharpened by recent revelations raising the possibility that the rationale for the war was cynically manufactured by the Bush administration from selected, wildly inaccurate intelligence.

I was a witness to, and in a sense a participant in, the most concerted, successful attempt by our government to control war coverage in our history.

And it went off with barely a whimper from the men and women of the media.
