A Modest Proposal

Since the USDA says they will be able to track every cow and steer in the country and Canada from birth to slaughter now, and are even mproving their tracking with a new system to be complete in 2009, would it be possible to just issue a cow to every person and student from overseas wishing to enter the US. Then if they do anything nefarious, we just punch up their Cow on the Cow-culator and we know right where they were the whole time. If there is a stampeed or something we know that a group of them were meeting perhaps to do evil deeds.
