Is America Preparing for Martial Law?
I have suspected for a long time that the so-called "War on Terror" would ultimately result in legal justification for our government invoking martial law and suspending all forms of civil rights, including the trashing of the Bill of Rights. Reading this article only convinces me that these fears may well be justified. As if things in this country aren't scary enough.

The Department of Homeland Security recently carried out an extensive anti-terrorist exercise entitled TOPOFF 3 (April 4-8, 2005). The "drill" was described by officials as "a multilayered approach to improving North American security".

The stated objective of the TOPOFF 3 "Full Scale Exercise" was to "prepare America" in the case of an actual bioterrorism attack by Al Qaeda:

The purpose of the TOPOFF anti-terrorist exercises is not to "defend America" against terrorists, but to build a consensus within federal, State and municipal bodies, as well as within the business community and civil society (hospitals, schools, etc.) that this illusive outside enemy exists and that "the threat is real".

We are not dealing with a classical media disinformation campaign. While the TOPOFF exercise has been casually mentioned in press reports, it is not the object of a national debate.

With regard to TOPOFF, the consensus building process is "internal", it does not pertain the public at large. it is largely addressed to key decision-makers within these various governmental and nongovernmental bodies. It includes more than 10,000 participants in important decision-making positions (federal and State officials, law enforcement, fire departments, hospitals, etc), who may be called to act in the case of an emergency situation. These individuals in turn have a mandate to spread the word within their respective organizations, --i.e. with their coworkers and colleagues, as well as with the people working under their direct supervision.

In other words, this consensus building process reaches out to tens of thousands of people in positions of authority. The antiterrorist agenda and exercises thus become a "talking point" within numerous governmental and nongovernmental organizations.
The objective is to sustain the war and national security agenda --and of course the possibility of martial law-- within the governmental, nongovernmental and corporate business sectors.

Ultimately, the objective is develop across the land, an unequivocal acceptance by key officials (and of their coworkers and subordinates), from the federal to the local level, for an emergency situation, where civil liberties and the rights of citizens would be suspended:

1. Hmmm...Martial Law
knowing FEMA currently maintains 800 prison camps,executive orders already signed,some camps with railroad capabilities.Then reading about the U.S.Army's Plans for Civilian Inmate Labor Programs.All that is needed is a"National Emergency" whether based on true or false facts....Personally,I feel it coming..

2. One thing is certain
The plan is in place and ready to go. And with scandals breaking that could threaten Bushco, wouldn't it be an ideal time to pull the trigger. Bet on one thing the next attack will be "shock and awe".

WASHINGTON, DC -- July 7, 2005 -- Former intelligence officer speaks out on coming U.S. martial law:

I am a retired Army intelligence type. In the 1960s I participated as a Countintelligence Officer in two programs designed to allow the Army, and the Navy and Air Force to surveill the American public, in coordination with the FBI and CIA, as well as other Federal, State and local agencies. This went on from about 1964 to some time in the 1970s. A major portion of our surveillances included the black community, which was under desgination by Hoover as communist, officially. The Justice Department Official who signed the request to Department of Defense to help the FBI: Ramsey Clark! We were looking at anyone who opposed the Vietnam War, and most anything else that could be wrapped under that bag.

The programs were: COINTELPRO and Garden Plot. They were designed for two reasons: (1) get extra counterintelligence and spying resources on the ground to complement the FBI and do routine CIA work investigating people under the pretext of pre-clearance screening and investigation; (2) Hoover did not want to let his sweethearts get their fingers dirty in Counterintelligence work, which he deeply hated, just as he ignored the mob and drugs. And, yes, the services intelligence operations did black bag jobs, as far back as the 1950s in the name of chasing Commies.

Garden Plot was fundamentally the Government would install a military government, imposed on state and local public saftey resources, with of course the addition of very active counterintelligence presence from the services -- martial law. The Pentagon opened a complete warroom to which field agents routinely reported by telephone. Resources from various agencies tapped phones and listened to radios of people they thought suspicious, just suspicious. In 1965 at the CI school at Fort Holabird, I was warned that reading the New York Times, as I did occasionally; would bring me under suspicion for character and loyalty defects.

So, this is not a fairy tale. The goblin is back garbed in khaki and just as determined as ever to practice on you and I as they are soon to run out of countries to invade and torture, even it if is because we can no longer afford our military abroad.

7. My son participated in the exercise.
He is a sailor at the Sub Base in Groten. He played as casualty, with a latex bolt protruding from his chest. He said that the makeup guy came around with gallon jugs of fake blood and applied same liberally. From John's experience, what he saw of the exercise was the coordination of local medical centers, emergency personnel, ambulances, military medical people. IOW, to put them in a situation of dealing with heavy casualties.

I don't know that I would read that much into it although you are certainly entitled. From the movie, Strange Days, the character Max said, "The issue's not whether you're paranoid, Lenny, I mean look at this shit, the issue is whether you're paranoid enough."

Of course, the character Philo Grant had another perspective: "Paranoia is just reality on a finer scale."

That's my story and I'm sticking with it.

9. After all we have been through in the past four years
I am firmly wearing my tin foil hat. I hate it. I hate having to be afraid of my own government. I hate to think that our beautiful democracy is crumbling before our eyes. Worst of all, I am astonished that nothing is being done to stop it. Are our Democratic leaders deaf, dumb, and blind? Hell all you have to do is read The Project for the New American Century and you have the entire playbook. And so far it is following the script almost word for word.

10. I was transmitting valid real world data from a source I trust completely
and that was his experience in Groten, CT. That does not mean that the other parts of the exercise at different locations were not different because they well could have be. So what John gave me was a piece of information that does not support the allegation re: martial law. We have to consider the info as it comes in.

11. Sounds scary
I have heard of this from Alex Jones and it does worry me. Especially now that the Real ID act had been passed by sneakyness. :mad: I just hope there's some way we can take over next year and stop this crap and impeach the bastard.
