Why were contracts being let for Gitmo in the year 2000??

Brown & Root Services, A Division of Kellogg Brown & Root, Arlington, Va., is being awarded $9,700,000 for Task Order 0019 under a cost-reimbursement, indefinite-delivery and indefinite-quantity construction contract for construction of a 204 unit Detention Camp, Phase III, located on the windward side of the Naval Station, at the Radio Range area of U.S. Naval Station, Guantanamo Bay, Cuba. Units will be of modular steel construction. Each unit measures approximately 6 feet 8 inches by 8 feet and includes a bed, a toilet, and a hand basin with running water. Work will be performed in Guantanamo Bay and is to be completed by October 2002. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 44 proposals solicited, three offers received and award made on June 29, 2000. The total contract amount is not to exceed $300,000,000, which includes the base period and four option years. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-00-D-0005).

2. This was an ADD ON dated in July 2002.

The ADD ON for the construction of this facility was announced in July 2002. The original contract (over a period of years) was awarded in June 2000 with a cap of $300M.

Try not to confuse people.

3. My question is,
what was the need for it in the year 2000? I know there were add ons later, but why did we need it in the first place?

5. Original contracts can be "general" over a period of years.
Specific projects are awarded over time. Not unusual.

The original contract was awarded in June 2000.

This particular project was awarded in July 2002.

7. Probably originally scheduled for 1993
Thrown off track by Bill Clinton, who delayed the Iraq Invasion, pissing the neocons off and assuring he would have hell from them for his terms of office.

Gulf War I, Poppy stopped the advance and take down of Saddam. It was too early... then the election of 92 and Poppy was poop to the neocons. He failed his mission. They went to shrub, who hates daddy and jumped at the chance to show him up. They also made damn sure the fix was in for the election.

There was money to be made. Same cast that was the biggest problem in the Reagan years comes home to roost and the troops get sacrificed on the alter of $$.

Gitmo just a tool but one they had to have lined up.

Now, think. Gitmo contracts started up in 2000, but 9/11 happened in 2002. Gee, ya think there might be a MIHOP there? Just saw one of the bastards in charge of rents for the WTC on TV a few days ago. He was complaining that the twin towers never paid off like the investors thought they would... Gee, ya think they were looking into a demolition and rebuilding?

They are the worst criminals this continent has ever spawned. And they take their cues from lessons learned in the 'old Europe' they like to scorn. Bunch of Nazis fascists.

4. Haitian refugees
In the nineties, Haitian refugees were held at Guantanamo. The conditions under which they were held were severely criticized by many. The situation was not good for US public relations.

Perhaps the reasons for wanting to build such a dentention camp at Guantanamo was related to that.

On June 29, 2000, the President was Clinton, not Bush.
