No Sen Kerry did not mention DSM, he spoke of some current issues in order to tie into what this legislation will bring, I don't think this is the time to bring that up. Are they going to have enough votes to pass this??

That way, no trace of those who did not want to vote yes.

Hence the reference to those who do not sponsor the bill by Kerry and Obama. This is the only way to know who opposes it.

they were unable to get a recorded vote because those opposing it did not want to be on record as opposing it.

but they came up with something separate from the Senate, a resolution that Senators can sign to show their support. so while not on official senate record , there is still going to be a record of it.
