Social Engineering anyone?

The Bush administration doesn't want to pay for social services that involve the basics of life; housing, food, heat. They also don't want to pay for medical care for veterans, new or old. But now we hear that they ARE willing to pay for marriage counseling? Marriage counseling is a good thing, but this is an example of narrow ideology at everyone else's expense.
