What secret service agent in his right mind wouldn't tell the president (on or off a bicycle) that there was an imminent threat against Washington, DC? Unless he/she had orders not to.
For almost four and a half years now, many of us have suspected that Dick Cheney was really in charge. Remember 9/11? Who was calling the shots that day? George chasing his tail all around the country, or Cheney from his secure location?
And who was calling the shots last weekend when a single engine Cessna entered Washington airspace? George on his bike, or Dick Cheney from his secure location?
Scott McClellan must have used the term "established protocols were followed" two dozen times while he was being shredded by a White House press corps that was mocking his every statement. The only way that statement makes sense is if you interpret it to mean, "Dick Cheney's orders were being followed."
I'm open to any alternative explanations.
