true. However you'd have define despotism carefully and 'their people', cos otherwise you'd have chaos based on difference of opinions worldwide. "their people" could mean nationality, racial, or human beings.

,...no matter whether by force, deception or manipulation.

"the people" are "the people": those whom each of us represent, as a member, and are responsible for contributing towards the welfare of the whole.
