Seriously, he said it:
<
http://news.yahoo.com/s/ap/20050506/ap_on_re_eu/russia_bush_1>(snip) Bush, who is traveling to Latvia ahead of celebrations in Moscow marking the 60th anniversary of the Allied victory over Nazi Germany, told NTV television that his message will include emphasis on the importance of minority rights in a democracy. Excerpts of the interview were broadcast Friday evening.
Bush said "the will of the majority can't trample the minority."
Unfortunately he wasn't speaking about America, rather he was kowtowing to Russia.
(snip)His comments appeared aimed at balancing support for the Baltics — which chafed under Soviet rule for decades after the war and joined the European Union last year — with the Kremlin's concerns about what it calls the unfair treatment of Russian-speakers there.
