Why does bush get to select the World Bank president?

Why does bush get to select the World Bank president?
I completely missed something. Why does the leader of one country get to pick the leader of the World Bank? Is that how it has always happened?

Usually they are fine upstanding Americans with backgrounds in finance or economics - but since when did experience matter to bush?

Votes in those organizations depend proportionately on how much money the nation kicked in. Past precident has been to allow the US to select the World Bank president and the EU to select the IMF president.
