Another possibility is that this whole Schiavo deal was to set up Jeb with the hard right for a possible 2008 presidential run. From what I hear it's a real freak show out there at the moment. The fundies are being set up to look at him as a savior.

They can start capturing video bytes now in an obscure hospital to run incessantly whenever they wish.

What if they figure W has run his course of usefulness. They don't ever need to groom him for anything else and he can sit lame duck until he retires to Crawford and Jeb can use hospital concern and work on the fact that his bro never even went to a funeral.
