etiquette is taken very seriously even in this day and age. What part of 'memorial' and 'Auschwitz" didn't Dick McKenzie understand? Maybe he had a date to go ice fishing after the ceremony and didn't have time to change. It was an appalling lack of respect however the White House tries to spin it.
