1. I saw no such picture

The only picture that opened was of a little boy with skis. I see no conceivable reason why he would have attended Ghandi's funeral. He was a kid in Wyoming then. I don't think he came from a connected family, did he? Lynn Cheney has told stories about how hapless he was as a teenager and young adult.
Furthermore, that is obviously a recent photo. Color photos were rare in the 1940s, and the clothing is modern.
Why am I bothering replying to this? You can't really be so dense you think this could be a photo of Cheney.

2. I don't get it.
Is it humor?

Bindings like those weren't around until the 80's, I'm pretty sure.

8. This has to do with the news story
...about Cheney showing up to the Polish memorial ceremonies in a parka, a cheap knitted cap with logos on it, and hiking boots.

Apparently he got the message, though--the next day, at the wreath laying, he managed to find a pair of real shoes and a nice black overcoat.
