My computer doesn't do video clips so I don't know if I'm repeating anything in the clip, but I found these words in the Sacramento News and Review tribute to Gary Webb. The following is a portion of a transcript of a talk Webb gave in 1999 in Eugene, Ore.

So, for the record, let me just say this right now. I do not believe--and I have never believed--that the crack-cocaine explosion was a conscious CIA conspiracy, or anybodys conspiracy, to decimate black America. Ive never believed that South Central Los Angeles was targeted by the U.S. government to become the crack capital of the world. But that isnt to say that the CIAs hands or the U.S. governments hands are clean in this matter. Actually, far from it. After spending three years of my life looking into this, I am more convinced than ever that the U.S. governments responsibility for the drug problems in South Central Los Angeles and other inner cities is greater than I ever wrote in the newspaper.

But its important to differentiate between malign intent and gross negligence. And thats an important distinction, because its what makes premeditated murder different from manslaughter. That said, it doesnt change the fact that youve got a body on the floor, and thats what I want to talk about tonight, the body.
