In theory, the Russians could have seeded a revolution against him, but the Kremlin is more afraid of grass-roots democracy than it is of Chechen terrorists, and therefore couldn't predict what it could unleash against itself. The Americans on the other hand, who are largely credited with funding Sakashvili's Rose revolution, rely neither on the despots nor the home-grown democrats. They trust only those who are on the take from them; the more they take, the more they are trusted to stay in Washington's pay. In these American financings, there are no stock options for the local stakeholders. These new democracies are run as corporate colonies, with heavy repayments due quickly.

Now comes the orange revolution of Ukraine. There is plentiful evidence that through democracy, union, media and other fronts -- read any John Le Carre novel if you lack the imagination to spot how they work -- the US and its customary European allies have thrown their weight behind Victor Yuschenko, the former banker whose alleged poisoning has given him a Frankenstein appearance.

At Kuchma's prompting, and having no alternative, the Kremlin threw its weight behind Yanukovich. With an Ambassador like Victor Chernomyrdin, was it any surprise that Putin found himself locked into supporting men of the only qualities, comparable un savouriness and incompetence Chernomyrdin respects? Instead of a national candidate, therefore, Putin found himself with one whose power is based on the gangster clans of Eastern Ukraine. For it is there that the mineral riches of the country are located. Who better than Chernomyrdin, the original Gazprom thief, sorry, chief, to appreciate how the sub-soil spawns gangsterism, racketeering, and extortion.
