The Fed withholds highway funds to states for...
not enacting seat belt laws, or for having excessive speed limits, if I'm not mistaken. Why not have this Voter Iniative have similar penalties. States would receive no federal funding to help pay for national elections and voting machines if they do not have fully auditable, compliant voting machines.

I haven't done the research, so I don't know if this is a significant source of revenue to wield and clout over them, but it seems like a good addition to the initiative.

1. The problem is that most of the areas with poor voting conditions are in
poor neighborhoods, mostly minority, etc.

The Republicans already don't give a crap about those neighborhoods, so they likely won't do anything to encourage improving conditions there. In fact, they seem to actively do just the opposite.

Right now they've got HAVA, passed in 2001, which funded the electronic machines in the first place.
