Not sure what "Elfmal" means (eleventh time?), but harte Arbeit means "hard work."

By the end of the debate the people in the bar where we watched it were shouting "It's hard work!" whenever Bush would start talking. It's apparent that the Germans thought his continual use of the cliche was as funny as we did.
