A BILL
To require approval of an application for compensation for the injuries of Eugene Hasenfus.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. APPROVAL OF APPLICATION.
Eugene Hasenfus, who was injured on October 5, 1986, shall be deemed to have been an employee of the United States Government in the performance of his duties at the time of his injury for the purpose of determining eligibility for compensation for his injuries under section 8102 of title 5, United States Code, and the application for such compensation shall be deemed filed in a timely manner on his behalf. Such application shall be approved, and payments shall be made thereon as computed by the Secretary of Labor pursuant to the provisions of section 8101 et seq. of title 5, United States Code.
SEC. 2. LIMITATION ON COMPENSATION.
A claim or award for compensation for legal or other services rendered in connection with obtaining relief authorized by section 1 shall be valid only if approved by the Secretary of Labor, any contract to the contrary notwithstanding.

A BILL
For the relief of Eugene Hasenfus.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. PAYMENT OF CLAIM.
The Secretary of the Treasury shall pay, out of any money in the Treasury not otherwise appropriated, to Eugene Hasenfus of Marinette, Wisconsin, the sum of $805,209. The payment required by this section shall be in full satisfaction of all claims that Eugene Hasenfus or his family may have against the United States in connection with any physical or mental injury of Eugene Hasenfus, or any financial loss of Eugene Hasenfus or his family, arising from the October 5, 1986, missile attack on the airplane in which he was a crewmember or from his subsequent detention in Nicaragua.
SEC. 2. LIMITATION ON AGENT AND ATTORNEY FEES.
It shall be unlawful for an amount exceeding 10 percent of the payment required by section 1 to be paid to or received by any agent or attorney for any service rendered in condition with the payment. Any person violating this section shall be guilty of an infraction, and shall be subject to a fine in the amount provided in title 18, United States Code.
