How do you overturn a court decision?
If you're a "family values" repuke, you pass a resolution refusing to allow federal funds to be used to enforce the law.

In civics, I was taught that the Congress and Senate need to pass a Constitutional amendment, which must be passed by 3/4 of the states to become law. But the repuke way is more expedient.

your friends to rule in your favor.

2. Ummmm, you might want to get a refresher in civics
I'm sure we can all sympathize with your goal on this issue, but this is a fairly common tactic of the checks and balance system of our government. Can't think of any examples off the top of my head, but both parties in Congress have used their control of the purse strings to "check" the judicial branch. A Constitutional Amendment is not required.

And another example is when Republicans passed a law withholding funds from Planned Parenthood if they didn't counsel patients on the supposed cancer causing risk of abortions ... despite the fact that abortions are legal in this country ....
