Do you think it should be subserivent to CIA Director?
Where is the balance between responding effectively to the intelligence failures of 9/11 on the one hand and the scary side of a Domestic intel apparatus which could be used domestic snooping for politcal purposes on the other.
Independent or subserivent to the President?
I am not looking for partisan shots at *. Just looking for a meaty discussion on the merits of the debate.
Seems to me that these issues ought to be thought through carefully.
