Steve Bridges has the voice and gestures down, but in real life he doesn't look anything like Bush (much younger). There are other impersonators out there who actually do resemble Bush (like that guy from Missouri) but haven't had the professional theatre background.

For the special effects buffs out there -- they stick a bunch of foam latex appliances onto him (nose, chin, etc.). Apparently Bridges and the makeup guy did actually meet Bush (though Bridges wasn't in character at the time). Here are some photos of the process.
