WASHINGTON — The Senate refused on Monday to change a Pentagon policy banning media coverage of America's war dead as their remains arrive in flag-draped caskets.

"It's an outrage," said Sen. Frank R. Lautenberg (D-N.J.), who had sponsored legislation to allow coverage of homecoming ceremonies at Dover Air Force Base in Delaware.

Lautenberg said the Pentagon directive that requires strict censorship, "issued just as the Iraq war began … prevents the American people from seeing the truth about what's happening."

Banning media and public access to the arrival of casualties at Dover was started during the 1991 Persian Gulf War, under President George H.W. Bush. The policy continued under President Clinton, although it was not strictly enforced.

How Did 'Bogus' Info about Iraq's Nuclear Plans Get Into Bush's Speech?

June 12, 2003 — Lawmakers investigating why the United States went to war are expected to look into how false information about Iraq trying to buy uranium for nuclear weapons made it into President Bush's State of the Union speech.

In the Jan. 29 speech, Bush made his case for war on Iraq, in part stating that "the British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa." But some U.S. officials say American intelligence indicated that was not true.

The mystery about the uranium information is the latest question in a growing controversy over what the Bush administration really knew about Iraqi weapons programs and whether officials manipulated intelligence.

A former ambassador told ABCNEWS that almost a year before Bush's speech, he informed the CIA the information was not credible. The ambassador, who asked not to be identified, said that the CIA asked him in February 2002 to investigate reports that Iraq was trying to buy uranium from Niger.

After spending eight days in the west-central African nation, the ambassador said he told the CIA that the information about the uranium was "bogus and unrealistic."

A CIA official told ABCNEWS that the agency "disseminated the report broadly."

Yet almost a year after the findings, Bush used the information in the State of the Union by citing British intelligence.

7. TIA, I believe you're correct.
My son's Little League team has a coach who's a county prosecutor. He seems like a Republican, but I know he's a good 'puke. The thing is: He says there's no one in law enforcement who isn't furious with what Bushler did to Valerie Plame. It's worse than just ratting on someone. Bush gave out her home address and phone number and driver's license with her pitcher on it and everything.

The guy is livid. Bush is in deep doo-doo when the law and order types are talking like this.

The Intelligence Chain
How a Pentagon intelligence unit created to build the case for war against Iraq funneled faulty information up the chain of command, often all the way to the White House.

It's a crisp fall day in western Virginia, a hundred miles from Washington, D.C., and a breeze is rustling the red and gold leaves of the Shenandoah hills. On the weather-beaten wood porch of a ramshackle 90-year-old farmhouse, at the end of a winding dirt-and-gravel road, Lt. Colonel Karen Kwiatkowski is perched on a plastic chair, wearing shorts, a purple sweatshirt, and muddy sneakers. Two scrawny dogs and a lone cat are on the prowl, and the air is filled with swarms of ladybugs.

So far, she says, no investigators have come knocking. Not from the Central Intelligence Agency, which conducted an internal inquiry into intelligence on Iraq, not from the congressional intelligence committees, not from the president's Foreign Intelligence Advisory Board. All of those bodies are ostensibly looking into the Bush administration's prewar Iraq intelligence, amid charges that the White House and the Pentagon exaggerated, distorted, or just plain lied about Iraq's links to Al Qaeda terrorists and its possession of nuclear, biological, and chemical weapons. In her hands, Kwiatkowski holds several pieces of the puzzle. Yet she, along with a score of other career officers recently retired or shuffled off to other jobs, has not been approached by anyone.

Kwiatkowski, 43, a now-retired Air Force officer who served in the Pentagon's Near East and South Asia (NESA) unit in the year before the invasion of Iraq, observed how the Pentagon's Iraq war-planning unit manufactured scare stories about Iraq's weapons and ties to terrorists. "It wasn't intelligence‚ -- it was propaganda," she says. "They'd take a little bit of intelligence, cherry-pick it, make it sound much more exciting, usually by taking it out of context, often by juxtaposition of two pieces of information that don't belong together." It was by turning such bogus intelligence into talking points for U.S. officials‚ -- including ominous lines in speeches by President Bush and Vice President Cheney, along with Secretary of State Colin Powell's testimony at the U.N. Security Council last February‚ -- that the administration pushed American public opinion into supporting an unnecessary war.

Until now, the story of how the Bush administration produced its wildly exaggerated estimates of the threat posed by Iraq has never been revealed in full. But, for the first time, a detailed investigation by Mother Jones, based on dozens of interviews‚ -- some on the record, some with officials who insisted on anonymity‚ -- exposes the workings of a secret Pentagon intelligence unit and of the Defense Department's war-planning task force, the Office of Special Plans. It's the story of a close-knit team of ideologues who spent a decade or more hammering out plans for an attack on Iraq and who used the events of September 11, 2001, to set it into motion.

Bush's Bogus Blackout Remedy
The president says the blackout was a 'wake-up call.' But on energy policy, he's still asleep at the wheel.

George Bush has told reporters he views the Great Blackout of 2003 as a "wake-up call...an indication we need to modernize the electricity grid."

What's clear is that Team Bush sees this latest crisis as yet another golden opportunity. The September 11 attacks delivered a "trifecta," allowing George W. to boost his popularity (since squandered), rev up the military (now in quicksand) and shred the Bill of Rights (definitely shredded). The Blackout puts Bush in the hunt for another triple coup of wrong-headed policies: deliver more money to his favorite campaign contributors in the energy business, continue pushing deregulation, and hype fossil and nuclear fuels.

The vehicle for doing all this is the Bush Energy Bill -- a true legislative SUV. The 2003 model featured big handouts to the utilities, the nuclear power industry and the gas-coal-oil drillers. The nuclear subsidy was about $8.5 billion in guaranteed loans for new construction. Showing rare backbone, Senate Democrats had this nightmare all but killed. But then they inexplicably agreed to pass last year's Energy Bill -- which is only slightly worse than the 2003 model. And, since some form of Energy Bill had passed both the House and the Senate, the whole mess was thrown to a Congressional conference committee.

Even before the blackout, Sen. Pete Domenici, the Republican chair of the Senate Energy and Natural Resources Committee and the GOP kingpin of the conference committee, had proclaimed that he would use the process to deliver a GOP wish list. Then, right on schedule, the grid crashed, compliments, it seems, of FirstEnergy Corp.

Based in Akron, FE is now the nation's fourth-largest utility, selling electricity to about 4.5 million people in Ohio, Pennsylvania and New Jersey. FE also owns and operates the Ohio Legislature, from which it took nearly $9 billion in subsidies in the late 1990s thanks to deregulation. FirstEnergy is the successor to Cleveland Electric Illuminating, the utility that attempted to strong-arm then-mayor Dennis Kucinich into selling off the city's municipal light system. When Kucinich refused, CEI and its banker allies pushed the city into default. Kucinich held firm, and the people of Cleveland still own Muny Light.

That FirstEnergy may have sparked the August 14 Blackout is pure political poetry. Company execs held a $600,000 Bush fundraiser in June, attended by none other than Dick Cheney. FirstEnergy President Anthony Alexander personally gave $100,000 for the Bush-Cheney inauguration, and served on the Energy Department's Transition Team.

Trifecta Point 1: More Money for the Grid

In Bush's spin, the technical culprit at the top of the list is the transmission grid. "The grid is old. It's aging. And the growth in electricity demand is tremendous, and we're not keeping up with it," Spencer Abraham told "Fox News Sunday."

Trifecta Point 2: Defend Deregulation

Blackouts in general cannot be blamed on deregulation alone -- the preservation of which is next on Bush's agenda. Prior to the (deliberately choreographed) California rolling blackouts of 2000-2001, the worst failures happened while the industry was still regulated. But a blackout of this astounding size and scope could only have come in a deregulated world. For so many utilities to let their systems crash over such a huge geographic area could only be accomplished by an absolutely dedicated lack of concern for anything except short term profits.

Trifecta Point 3: More Mining, More Drilling, More Nukes

Finally, Bush is spinning this crisis to get more taxpayer dollars for his friends in the fossil/nuclear generating business. More supply is needed, they say, to satisfy ever-growing demand.

Never mind that coal is a massive polluter with a wide range of problems, and natural gas is in increasingly short supply. Never mind that nuclear plants are utterly worthless in this kind of crisis. Because they need back-up power to operate, nine reactors hooked up to the blacked-out grid were forced to shut down precisely when their energy was needed most. Bush's fortunes are thoroughly tied to the big utility companies, and to the mining and drilling companies that produce the fuel they burn, so the administration will continue to use the crises they generate to reward the guilty parties.

FEMA and Tom Ridge say I need to be prepared.

This is what they tell me I need to do: rush out to the local hardware store and buy duct tape, plastic sheeting, and batteries for the radio. Next run over to the grocery store and stock up on bottled water and food. FEMA says I should keep some of this stuff separated in a backpack just in case we need to evacuate quickly.

Bush elevated the color-coded terrorism threat level to orange last week in response to the possibility of a chemical or biological attack. Ridge told reporters the other day the terrorism alert issued last week is "the most significant" since 911. "The threat is real," he warned.

Yeah, right.

I'm not rushing out to the store. I'm not buying into Bush's propaganda war. I don't think al-Qaeda is capable of launching a chemical or biological assault of any measurable significance against America. In fact, I don't think al-Qaeda is anywhere near as organized and ominous as Bush and Ridge and the corporate media keep telling us it is. It's nothing more than a terrifying and mostly imaginary monster used to frighten the people into acquiescence.

Are there pissed off Muslims who'd kill Americans if given half the chance?

You bet.

There's also pissed of Israelis who'd kill Palestinians, pissed off Hindus who'd kill Muslims, and pissed off drivers who'd run you down for making a lane change. I'm more worried about this last category than I am about anything Osama bin Laden may or (more likely) may not do. I'm more worried about some nut with a gun freaking out while I'm shopping for my plastic sheeting and duct tape than I am about becoming a "soft" target for al-Qaeda. I'm more worried about Tom Ridge and the Ministry of Homeland Security, John Ashcroft and the Justice Department, and what FEMA may have in mind for me and others who not only think these so-called terrorists alerts are pure and unadulterated bullshit, but who also think Bush is an illegitimate poseur and the invasion of Iraq will be an immense crime perpetuated against humanity.

Now don't get me wrong. I think there's a good chance there will be some kind of "terrorist" attack in the near future.

Bush needs a terrorist attack, so there will be one.

Conducting valid polls is an exacting science with strict protocols which Spin Doctors violate in order to manipulate it for the desired results. Two criteria are critical, indispensable to a valid poll result.

One criteria relates to How the poll questions are posed. For example, If they are leading questions or if they pose false "either-or" multiple choice propositions they are completely invalid.

The second criteria relates to the over-all body of information the Respondent has available to him when pronouncing his poll opinion. For example, if you ask a Respondent if he approves of Bush's handling of the War, his answer is only as meaningful as the body of information he is basing it on. If he has been pummeled with misinformation for the past few years, his opinion has no meaningful significance. It is common knowledge how few people in the U.S. know who the Vice President is. Or know where Iraq is located.



Over the past five years I have been called by pollsters four or five times. Not one of the polls was scientifically valid. The questions were invariably loaded and leading, suggesting the answer that should be given. The surveys were permeated with false "either-or" multiple choice dilemmas. The last pollster to call was a pro-Bush pollster. All of the questions forced me to either answer in a way favorable to Bush or to refuse to answer the question, thereby invalidating the poll as to me, on that issue. Thus the poll results would have to favor Bush by necessity, because of the way it was conducted. All negative, unfavorable Bush responses would be discarded because they would appear as "no response" answers that invalidate that poll issue only for respondents unfavorable to Bush.

The Bush poll above was riddled with schemes which rendered it completely invalid. One question asked, "Which would you prefer: A) Limitation of rights or ... B) An Environment Safe From Terrorists? This is a false "either-or" multiple choice dilemma which did not offer a "no response" option. One could legitimately want a safe environment without losing precious rights in the process. There were at least 7-8 questions just like this.

Another pro-Bush poll question read, "Do you agree with Bush efforts to pursue and prosecute terrorists?" Remember, the pollster asking the question is not permitted to clarify the question posed. This question is utterly ambiguous. It is not at all clear whether the question wants to know if I approve of the "methods" Bush is using or whether it wants to know if I approve of the "objective." Many Respondents are not astute enough to realize the invalidity of the question. Most people approve of the objective but do not approve of the means used to accomplish it. By answering 'yes' as to the objective, the poll will later be used to state that the Respondent approved of the means Bush is employing.
