debate: Which is the larger Irony ?

To sway from the point right away, is Irony the proper word here ?
Could either of the two ironys be worded better?

Anyway which is the larger irony ?

Bu*sh was warned about a terrorist attack here in America many times before 9/11 and did almost nothing.

Bu*sh was told many times that Iraq had no WMDs but went half way around the world and started a war to find them.

but they are BOTH "tragedies"!

2. a sheer facade

that the American people MUST take note of.....

after listening to the 9/11 commission, it doesn't seem our government could have prevented anything unless they had exact time, location coordinates, means of destruction, number of people, which direction the wind is blowing, the color of the president's underwear, etc, etc, etc. In other words, there will never be enough warnings to stop a 9/11 event.

on the other hand, we hear of boundless evidence of Iraqi WMDs that propels us to war...and yet no one has even come close to providing the specifics (location, means of destructions, people involved, price of gas) that our government deems necessary to protect us at home.
