Donald Rumsfeld's responsibility for torture may be clarified if a clasified memo of April 16, 2004 is made public.

Washington Post, June 8, 2004:
http://www.washingtonpost.com/wp-dyn/articles/A23373-2004Jun7.html

Pentagon officials said the group examined at least 35 interrogation techniques, and Rumsfeld later approved using 24 of them in a classified directive on April 16, 2003, that governed all activities at Guantanamo Bay. The Pentagon has refused to make public the 24 interrogation procedures.

1. How can the DOJ and Pentagon refuse to handover memo's?
Congress provides oversight, right?

Who in the hell is going to put a stop to this and start the motions to hold these chaps in contempt of Congress?

6. At least two memos have already been leaked.
But for more memos, theoretically the ACLU or someone else could file a Freedom of Information Act lawsuit

5. The JD memos address the issue that only the president has
the authority to contradict the Geneva Accords.
It had to be * that gave the final approval!
