I'm mainly curious as to why * would make him stepping down a prerequisite for sending peacekeepers in. I don't know much about the Liberia situation so I'm curious.

The US started Liberia with $100,000 after the civil war, as a place for freed slaves who wished to return to Africa to go.

Taylor is an escaped American prisoner as well.
